The update is the third of a three-step process that began with a <br />resident survey followed by the visioning project. Movement to the next step, the comp plan update, <br />should be seamless. The definition of this community planning involves a systematic, on-going <br />process to accomplish the community goals that have been presented. The topics that will be <br />included in the update process were reviewed as well as the process and how it will be phased. The <br />inclusion of the Rice Creek Watershed District Resource Management Plan is an unprecedented <br />element and a great marriage of planning. The core of the process will be an advisory group <br />comprised of citizens. A communication plan is in place to guide the process. <br />Council Member O'Donnell moved to approve Resolution No. 07-26, as presented. Council Member <br />Reinert seconded the motion. Motion carried unanimously. <br />Consideration of Resolution No. 07-30, appointing the visioning committee to study the City <br />Charter — The council noted that this matter came up at the most recent council work session when <br />the matter of roads and reconstruction were discussed as part of the visioning report. The council <br />wished to see if there was interest in forming a citizen led task force to look at reviewing the City <br />Charter. <br />City Administrator Heitke noted, as far as membership of the group, Kathryn Gallup (chair of the <br />Citizen Visioning Committee) will contact visioning group members to see if they are interested in <br />the effort. She is comfortable that there will be at least seven people who will serve. <br />Council Member Carlson disclosed that her husband is a member of the Lino Lakes Charter <br />Commission, however, that results in no direct financial benefit to her. <br />Council Member Carlson moved that membership opportunities for this group that will study the <br />charter be advertised and members selected through an open process. Council Member O'Donnell <br />seconded the motion for discussion purposes, and indicated that he believes the responsibility should <br />remain with the visioning group as that will keep the process citizen driven. Motion lost on a voice <br />vote. <br />Council Member O'Donnell moved to approved Resolution No. 07-30, as presented. Council <br />Member Stoltz seconded the motion.
