COUNCIL MINUTES February 12, 2007 <br />APPROVED <br />•81 and state funded improvement project will require the issuance of bonds for a portion of financing. <br />182 The IRS requires that the city declare the intent to bond prior to encumbering costs; it is, however, a <br />183 non-binding declaration. <br />184 <br />185 Council Member Stoltz moved to approved Resolution No. 07-28, as presented. Council Member <br />186 Reinert seconded the motion. Motion carried unanimously. <br />187 <br />188 UNFINISHED BUSINESS <br />189 <br />190 There was no Unfinished Business. <br />191 <br />192 NEW BUSINESS <br />193 <br />194 Consideration of Resolution No. 07-29, accepting the 2030 Vision Plan — Community Visioning <br />195 Committee (CVC) Chair Kathryn Gallup initiated a PowerPoint presentation outlining the activities <br />196 and recommendations of the city's visioning project, Spotlight on 2030. There was a review of the <br />197 process used to prepare this broad blueprint for the city for the next 25 years. The effort began with a <br />198 group of citizen volunteers and continued over a five month process that included community forums, <br />199 formation of project issue teams and culminated with the report before the council. The two main <br />200 goals that emerged are: 1) Ensure quality land use, growth management, and preservation of the <br />201 community's unique natural resources and amenities; and 2) Sustain and increase the overall quality <br />. <br />02 of both the community and the lives of its residents. <br />03 <br />204 Chair Gallup introduced the chairs of the individual project issue teams: Cheryl Sanchez, Community <br />205 Residential and Neighborhood Development; Peter Brown, Roads and Transportation; Steve <br />206 Granquist, Economic and Commercial Development; and Judy Brunner, Community Amenities and <br />207 Natural Resources. Each reviewed the vision and goals identified by their project team. <br />208 <br />209 Chair Gallup extended thanks to all the citizens who participated in the process and noted that the full <br />210 plan is available to all citizens in its entirety on the city's Web site and in the City Hall library. <br />211 <br />212 Carl Neu, Neu & Associates, consultant to the visioning project, added that this project continued the <br />213 city's tradition of good planning and the report is a credit to the group and their work. <br />214 <br />215 The council offered thanks to Mr. Neu for his assistance in facilitating the project. Mary Alice <br />216 Divine, Economic Development Coordinator, was recognized for her lead staff work on the visioning <br />217 project. <br />218 <br />219 The council offered kudos, hats off and a high -five to the dedicated citizens who worked on the <br />220 visioning project and thanked them for the report. <br />221 <br />222 Council Member Stoltz moved to approved Resolution No. 07-29, as presented.
