COUNCIL MINUTES February 26, 2007 <br />APPROVED <br />•46 FINANCE DEPARTMENT REPORT, AL ROLEK <br />47 <br />48 There was no report from the Finance Department. <br />49 <br />50 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />51 <br />52 There was no report from the Administration Department. <br />53 <br />54 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />55 <br />56 Police Department 2006 Annual Report — Police Chief Pecchia provided an overview of the <br />57 department's 2006 activities and accomplishments. The following areas were highlighted: <br />58 Community policing through the use of police teams, multi -housing education program, <br />59 environmental design, public safety citizens academy program, virtual block club, National Night Out <br />60 participation, youth programs such as safety camp and Teens Behind the Wheel seminar, and direct <br />61 citizen involvement through the Lino Lakes Public Safety Citizen's Commission. The volunteer <br />62 activities alone that are utilized through these programs is valued at more than $84,000. The <br />63 department continue to utilize grant programs whenever that is possible. <br />64 <br />65 Chief Pecchia noted that emergency management is a priority and progress in that area included <br />66 National Incident Management System (NIMS) training for all police department, city hall, and public <br />067 works <br />staff as well as city council members. For new officers hired in 2006, the department instituted <br />68 a new training program, Police Training Officer Program (PTO), emphasizing a problem -based <br />69 learning philosophy. <br />70 <br />71 In reviewing the statistics portion of the report, Chief Pecchia recalled the high marks received by the <br />72 department in the recent citizen survey and added that the department has maintained the lowest Part I <br />73 and Part II crime index in all of Anoka County. <br />74 <br />75 Council Member O'Donnell moved to accept the Police Department Annual Report as presented. <br />76 Council Member Carlson seconded the motion. The Council directed the City Administrator to send <br />77 an acknowledgement from the council commending the department on their fine job in 2006. Motion <br />78 carried unanimously. <br />79 <br />80 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />81 <br />82 There was no report from the Public Services Department. <br />83 <br />84 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br />85 <br />86 Consideration of Resolution No. 07-33, Approving 2007 Environmental Board Goals — <br />87 Environmental Coordinator Asleson noted that the Environmental Board annually sets goals as part of <br />88 their work program. He introduced the chair of the Board, Mary Jo O'Dea who presented the goals as <br />089 they are included in Resolution No. 07-33. <br />90 <br />2 <br />
