COUNCIL MINUTES February 26, 2007 <br />APPROVED <br />091 The Council offered thanks to the Board for their work. <br />92 <br />93 Council Member O'Donnell moved to approve Resolution No. 07-33 as presented. Council Member <br />94 Reinert seconded the motion. Motion carried unanimously. <br />95 <br />96 Consideration of First Reading of Ordinance No. 01-07, Establishing a Moratorium on the <br />97 Construction and/or Alteration of Electronic Sign Message Boards — Senior Planner Smyser <br />98 explained that staff is recommending adoption of a moratorium on digital, changing signs to address <br />99 recent concerns about the issue in the metro area. The city's current sign ordinance prohibits flashing <br />100 signs. However, if this ordinance receives its first reading and is then adopted after a second reading, <br />101 staff would intend to work with the City Attorney to study the issue and the sign characteristics and <br />102 the potential need to amend the city's sign ordinance. <br />103 <br />104 Council Member Carlson moved to approve First Reading of Ordinance No. 01-07, as presented. <br />105 Council Member Reinert seconded the motion. <br />106 <br />107 A roll call vote was taken: four yeas and zero nays. Council Member <br />108 Stoltz was absent. <br />109 <br />110 Consideration of Resolution No. 07-31, Approving Plans and Specifications and Authorizing <br />111 Advertisement for Bids for the 2007 Sealcoat Program — City Engineer Studenski stated that in <br />012 accordance with the city's Pavement Management Plan, staff has selected the streets to be sealcoated <br />13 in 2007. A map was shown indicating approximately seven miles of roadway work planned to begin <br />114 in June. Staff is recommending approval of the plans as presented and authorization to seek bids for <br />115 the work. <br />116 <br />117 Council Member O'Donnell moved to approve Resolution No. 07-31 as presented. Council Member <br />118 Reinert seconded the motion. Motion carried unanimously. <br />119 <br />120 Consideration of Resolution No. 07-32, Approving Plans and Specifications and Authorizing <br />121 Advertisement for Bids for the 2007 Overlay Project — City Engineer Studenski stated that in <br />122 accordance with the city's Pavement Management Plan, staff has selected the streets to be overlaid in <br />123 2007. A map was shown indicating the overlay roadway work planned to begin this summer. Staff is <br />124 recommending approval of the plans as presented and authorization to seek bids for the work. <br />125 <br />126 Council Member Reinert moved to approve Resolution No. 07-32 as presented. Council Member <br />127 Reinert seconded the motion. Motion carried unanimously. <br />128 <br />129 Consideration of Resolution No. 07-35, Approving No Parking Designation on Main Street <br />130 (County State Aid Highway 14) from Interstate 35W to 35E — Community Development Director <br />131 Grochala explained that Anoka County will be reconstructing County Road 14 from Highway 35E to <br />132 35W beginning in 2007. State Aid rules require that on -street parking not be allowed on this roadway <br />3 during the reconstruction and that the affected municipality designate the restriction.
