All cities and counties work off of an emergency <br />management plan as their baseline for planning, development and training. All <br />emergencies are managed first at the local level, meaning that local resources are <br />exhausted first, then county, then state, etc. Mr. Stoltzman is available to assist at the <br />county level. <br />Chief Pecchia added that the police department is providing training "three deep", <br />meaning full training for three individuals in the department. The Council will receive <br />an update in April on emergency planning including updates to the plan. <br />I-35W/LAKE DRIVE IMPROVEMENTS <br />Community Development Director Grochala reported that the final design for the <br />project has been completed and submitted to MnDOT. The project schedule indicates <br />city approval of the plans this month with final completion in mid 2008. He reviewed <br />the aesthetics for the bridge and streetscaping options; both elements are designed in <br />line with the Legacy at Woods Edge project. Acquisition for 15 of the 16 parcels <br />required for the project is in place or scheduled with one parcel scheduled for eminent <br />domain proceedings. The project budget was reviewed including financing options and <br />a planned contingency for possible overruns. The roadway (Lake Drive) will be kept <br />open except for a weekend closure for bridge work. The city will eventually have a <br />discussion about the opening of Marshan Lane. <br />1 <br />
