CITY COUNCIL WORK SESSION March 5, 2007 <br />APPROVED <br />46 The council requested advance notice to businesses and residents of any road closures. <br />47 <br />48 SEH Project Manager Mark Dierling used a map to show how construction would be <br />49 phased and the project layout. <br />50 <br />51 The council will consider approval of the project plans and bid authorization at the <br />52 March 12 meeting. <br />53 <br />54 REVIEW REGULAR AGENDA ITEMS <br />55 <br />56 Agenda items were reviewed and there were no changes to the regular council agenda. <br />57 <br />58 ATV/SNOWMOBILE ORDINANCE <br />59 <br />60 Police Chief Pecchia reported that the Police Department will be coming to the council <br />61 in April with a proposed change to this ordinance. They are in the process of reviewing <br />62 changes and are including input from affected parties. They are also talking with Anoka <br />63 County about the possibility of providing enforcement services within the park reserve. <br />64 <br />65 CRIME -FREE RENTAL HOUSING/HOUSING MAINTENANCE ORDINANCE <br />66 <br />67 Police Chief Pecchia explained that the department has been working on formulating a <br />68 policy and ordinance for a year and would like to receive the council's input. <br />69 <br />70 Captain Strege indicated that staff has looked at nationwide concepts for promoting <br />71 crime free multi -housing as well as working with local communities such as New <br />72 Brighton and Woodbury where programs are in place. The program that the department <br />73 will be proposing for Lino Lakes is based on the concept of maintaining rental property <br />74 to certain standards to deter crime. Resident screening is a part of the program as well <br />75 as reduction of city fees to property owners to encourage full participation. The <br />76 program would apply to all rental housing in the city, including single family or double <br />77 homes. Criminal activity is being displaced by this type of work in other communities <br />78 so having regulations in place for this city will be an important deterrent. <br />79 <br />80 As these rental standards come on line, the council will consider the question of <br />81 application of reasonable standards to other housing. <br />82 <br />83 800 Mhz COMMUNIATIONS ORDINANCE DISCUSSION <br />84 <br />85 Police Chief Pecchia explained that a discussion about requiring emergency personnel <br />86 radio access in all buildings (800 Mhz ordinance) is in the exploratory stages. The <br />87 department will be discussing the matter with other communities. The goal is certainly <br />88 not to be a hindrance to development (in the form of increased costs). <br />89 <br />• <br />
