COUNCIL MINUTES March, 12, 2007 <br />APPROVED <br />132 Consideration of Resolution No. 07-44, Approving Plans and Specifications and Authorizing <br />133 Advertisement for Bids for the Lake Drive/I-35W Interchange Improvement Project - <br />134 Community Development Director Grochala explained that the final design of the Lake Drive/I-35W <br />135 Interchange Project has been approved by the city, county and state, and staff is bringing forward the <br />136 plans and specifications for the project. As planned, the project will commence this summer and be <br />137 substantially complete by mid 2008. The plans do not include closure of the roadway bridge except <br />138 for a couple of short weekend periods that will include appropriate notice. The financing package for <br />139 the project includes county and state funds in addition to the city's contribution. <br />140 <br />141 Council Member O'Donnell moved to approve Resolution No. 07-44, as presented. Council Member <br />142 Stoltz seconded the motion. Motion carried unanimously. <br />143 <br />144 Consideration of Resolution 07-38, Authorizing Preparation of Plans and Specifications for the <br />145 2007 Surface Water Management Project — City Engineer Studenski reported that the city's storm <br />146 water system requires periodic maintenance and staff is requesting authorization to develop plans and <br />147 specifications on what locations should be included in 2007 activities. <br />148 <br />149 Council Member Reinert moved to approve Resolution No. 07-38, as presented. Council Member <br />150 Carlson seconded the motion. Motion carried unanimously. <br />151 <br />152 Second Reading of Ordinance No. 01-07, a Moratorium on Flashing, Changeable Signs — Senior <br />153 Planner Smyser reviewed his written report outlining staff's recommendation that the council proceed <br />11054 with second reading and passage of an ordinance establishing a moratorium on the flashing, <br />155 changeable signs that are appearing in various areas of the Twin Cities. The one-year moratorium <br />156 will allow staff to re-examine the city's sign regulations. <br />157 <br />158 Based on further examination and questions raised with first reading of the ordinance, amendments to <br />159 the ordinance were recommended so as not to include smaller signs. The amendments were accepted <br />160 by consent of the council. <br />161 <br />162 Council Member Carlson moved to approve second reading and passage of Ordinance No. 01-07. <br />163 Council Member O'Donnell seconded the motion. <br />164 <br />165 A roll call vote was taken: five yeas and zero nays. Motion carried unanimously. <br />166 <br />167 Consideration of Resolution No. 07-45, Approving Summary Publication of Ordinance <br />168 No. 01-07 - Senior Planner Smyser noted that state law and the city charter allows for summary <br />169 publication of ordinances that are lengthy. An intelligible summary of the Ordinance No. 01-07 has <br />170 been produced and staff is recommending it be published. A four-fifths vote of the council is <br />171 required. <br />172 <br />173 Council Member Reinert moved to approve Resolution No. 07-45, as presented.
