COUNCIL MINUTES March, 12, 2007 <br />APPROVED <br />88 approval of the variance with a condition that the materials and construction of the addition match the <br />• 89 existing dwelling. <br />90 <br />91 Council Member Carlson moved to approve Resolution No. 07-40, as presented. Council Member <br />92 Stoltz seconded the motion. Motion carried unanimously. <br />93 <br />94 Consideration of Resolution No. 07-41, Approving a Conditional Use Permit Amendment for <br />95 Interim Improvements, a Preliminary Plat for a Two Lot Commercial Subdivision, and <br />96 Conditional Use Permits for a Motor Fuel Station and Car Wash for Holiday Stationstores at <br />97 7509 Lake Drive — Associate Planner Bengston reviewed his written report, indicating that there are <br />98 three requests before the council regarding the property at 7509 Lake Drive. An amendment is <br />99 requested to the existing conditional use permit to allow the facility to operate properly in conjunction <br />100 with the Lake Drive/Town Center Parkway Improvement Project and to allow for the addition of two <br />101 gas pumps. Also approval of a preliminary plat for a two lot commercial subdivision that would <br />102 establish the means for Holiday to sell an outlot of their property for development. In addition, a new <br />103 conditional use permit is requested for a motor fuel station with a car wash based on Holiday's intent <br />104 to rebuild a new facility on the site. Staff has attached conditions to the conditional use permit that <br />105 are listed in the report and anticipates additional requirements will be included as construction on a <br />106 new facility progresses. The Environmental Board and Planning & Zoning Board have reviewed the <br />107 requests and forwarded the applications with comments, many of which have been incorporated into <br />108 the conditions. <br />109 <br />•i0 The council expressed appreciation to Holiday Stationstores for their willingness to work with the city <br />111 on the roadway reconstruction plans for the area. <br />112 <br />113 Council Member O'Donnell moved to approve Resolution No. 07-41, as presented. Council Member <br />114 Reinert seconded the motion. Motion carried unanimously. <br />115 <br />116 Consideration of Resolution No. 07-43, Approving Plans and Specifications for the County <br />117 State Aid Highway (CSAH) 14 Project — City Engineer Studenski used an overhead projection to <br />118 review the plans for the reconstruction of County Road 14 from I -35W bridge to I -35E. The roadway <br />119 plans include some two lane and some four lane sections and have been designed in coordination with <br />120 Anoka County and the City of Centerville. The project is scheduled to begin this summer and <br />121 continue into next year and will require the closure of the roadway bridge over I -35W for a period of <br />122 reconstruction. Detour routes are being recommended but based on the county requirement that <br />123 detours only be recommended to county roads, the detour route will be far reaching. <br />124 <br />125 Having been informed of citizen concern regarding immediate loss of a portion of bus route due to the <br />126 project, the council requested that staff contact Metro Transit and ask that the affected bus route be <br />127 kept in place until roadway closure absolutely requires a service change. <br />128 <br />129 Council Member Stoltz moved to approve Resolution No. 07-43, as presented.
