BOARD OF REVIEW MINUTES APRIL 9, 2007 <br />APPROVED <br />•1 CITY OF LINO LAKES <br />2 MINUTES <br />3 BOARD OF REVIEW <br />4 <br />5 <br />6 DATE : April 9, 2007 <br />7 TIME STARTED : 6:07 p.m. <br />8 TIME ENDED : 7:05 p.m. <br />9 MEMBERS PRESENT : Councilmember Carlson, O'Donnell, Reinert, <br />10 Stoltz and Mayor Bergeson <br />11 MEMBERS ABSENT : None <br />12 <br />13 Staff members present: City Administrator, Gordon Heitke; and City Clerk, Julie Bartell <br />14 <br />15 Mayor Bergeson explained that the Local Board of Appeal and Equalization of the City of Lino Lakes <br />16 meets for the purpose of reviewing and correcting the assessment of the city for the year 2007, <br />17 payable in 2008. All persons considering themselves aggrieved by said assessment or who wish to <br />18 complain that the property of another is assessed too low were given the opportunity to address the <br />19 Board. The Mayor reminded those present that only appeals for the current year valuation or <br />20 classification could be made. <br />21 <br />22 Linda Weiner, Anoka County Assessor's Office, presented the Board with the Anoka County, 2007 <br />•23 Board of Appeal and Equalization, County Assessor's Report document and presented a brief <br />24 overview of the property tax process and a recap of the current assessment. <br />25 <br />26 The following individuals addressed the Board: <br />27 <br />28 Rose Flor, 7133 Sunrise Drive presented the Board with information on her property. She is a <br />29 professional real estate agent and she feels her property is valued too high. She would not be able to <br />30 refinance the home at that value set by the county. Increasing land value apparently has an impact, <br />31 however, looking at MLS land values and similar homes in the school district, market value is <br />32 actually around $170,000 (she is being taxed on a value of $197,100 for 2007/payable 2008). <br />33 <br />34 Assessor Weiner indicated she had met with Ms. Flor and a reduction has been made. The valuation <br />35 determination was explained in information that was distributed to the Board. The process for <br />36 appealing to the county was explained. <br />37 <br />38 Carol Kenfield, 6832 Black Duck Drive stated that her home is for sale and has been for some time. <br />39 It was recently found that the home is located within a flood zone. The real estate agent who listed <br />40 the home submitted a letter indicating an opinion of a substantially lower value to the home. The <br />41 determination of the home's location within a flood plain is based on a FEMA (Federal Emergency <br />42 Management Association) map. <br />43 <br />1 <br />
