COUNCIL MINUTES April 9, 2007 <br />APPROVED <br />•1 <br />2 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />3 <br />4 First Reading of Ordinance No. 03-07, Adding a new Chapter 615 to the Lino Lakes Code of <br />5 Ordinances relating to Special Event Permits - City Clerk Bartell explained that the City receives <br />6 requests from individuals and organizations to conduct special events such as parades, carnivals, <br />7 concerts, etc. An application form has been used to assist staff in reviewing these event requests for <br />8 public safety and liability consideration but there has not been specific language in the city code <br />9 relative to special events. Having language in the code would clarify city regulations and also allow <br />10 for the attachment of conditions to permits. <br />11 <br />12 The special events ordinance establishes basic parameters relating to events as well as sets forth <br />13 requirements on notification, exemption, and city indemnification. Relative to the question of special <br />14 event regulations superceding other laws, including noise regulations, a paragraph has been added <br />15 clarifying that all other laws apply to permitted special events. <br />16 <br />17 The proposed ordinance was reviewed by the police, fire, and public services department as well as <br />18 the city attorney. The council would maintain authority over the issuance of permits. <br />19 <br />20 Council Member Carlson moved to approve First Reading of Ordinance No. 03-07, as presented. <br />21 Council Member O'Donnell seconded the motion. <br />22 <br />•23 A roll call vote was taken: five yeas and zero nays. Motion carried unanimously. <br />24 <br />25 L.E.L.S (Law Enforcement Labor Services, Inc) Labor Contract — Administration Director Tesch <br />26 reported that the L.E.L.S. (police officers) labor group tentatively agreed on a two-year contract with <br />27 the city for years 2007 and 2008. Contract modifications include a wage increase. <br />28 <br />29 Council Member Stoltz moved to approve the L.E.L.S. labor contract, as presented. Council Member <br />30 Carlson seconded the motion. Motion carried unanimously. <br />31 <br />32 Accept Resignation of Officer Martin — Administration Director Tesch explained that Lino Lakes <br />33 Police Officer Joel Martin tendered his resignation from the police department. <br />34 <br />35 Council Member Reinert moved to accept the resignation and offer thanks to Mr. Martin for his <br />36 service to the City. Council Member O'Donnell seconded the motion. Motion carried unanimously. <br />37 <br />38 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />39 <br />40 First Reading of Ordinance No. 02-07, Repealing Chapter 807 of the Lino Lakes Code of <br />41 Ordinances and adding a new Chapter 807 relating to the Operation of Snowmobiles and <br />42 All Terrain Vehicles — Public Safety Director Pecchia explained that the police department is <br />43 recommending some amendments to the city's regulations on the operation of snowmobiles and all <br />•44 terrain vehicles and is proposing to replace the current Chapter 807 of the City Code with language <br />45 that reflects those amendments.
