The capital equipment transfer is also being reduced requiring more financing <br />225 cost in that area. This would balance the budget without the use of reserves. The tier two <br />226 changes were also reviewed including the impact of reversing the in-house to contract <br />227 engineering service. The decision on that change will be discussed further. <br />228 <br />229 When asked about the use of reserves, it was explained that while reserve use isn't <br />230 recommended, the degree of use and the alternative of changing the capital program may <br />231 lead to that course. <br />232 <br />233 Understanding that the levy must be set at the upcoming council meeting and having been <br />234 presented with information on their requested changes and concerns, the council was <br />235 comfortable that the proposed budget is something they can approve as preliminary and <br />236 can work with, understanding that changes under the levy limit may be instituted. <br />237 <br />238 The council discussed 2008 outside funding requests. The one time refund <br />239 (approximately $17,300) from the hospital district was considered as a funding source. <br />240 There was support to allocate the funds to three entities — Forest Lake Youth Services <br />241 Bureau, Alexandra House and Blue Heron Days. If the city decides to become a member <br />242 of the Association of Metropolitan Municipalities that would be most appropriately added <br />243 to the budget as a regular item.
