This would balance the budget without the use of reserves. The tier two 226 changes were also reviewed including the impact of reversing the in-house to contract 227 engineering service. The decision on that change will be discussed further. 228 229 When asked about the use of reserves, it was explained that while reserve use isn't 230 recommended, the degree of use and the alternative of changing the capital program may 231 lead to that course. 232 233 Understanding that the levy must be set at the upcoming council meeting and having been 234 presented with information on their requested changes and concerns, the council was 235 comfortable that the proposed budget is something they can approve as preliminary and 236 can work with, understanding that changes under the levy limit may be instituted. 237 238 The council discussed 2008 outside funding requests. The one time refund 239 (approximately $17,300) from the hospital district was considered as a funding source. 240 There was support to allocate the funds to three entities — Forest Lake Youth Services 241 Bureau, Alexandra House and Blue Heron Days. If the city decides to become a member 242 of the Association of Metropolitan Municipalities that would be most appropriately added 243 to the budget as a regular item.
