Motion carried unanimously. <br />95 <br />96 1st Reading of Ordinance No. 13-07, Vacating Road Easement, Stagecoach Trail - Planner <br />97 Bengtson explained that the Grandview project includes a realignment of roadway. The developer is <br />98 preparing the dedication of the right of way for the new roadway and is requesting that the city vacate <br />99 the former right of way. <br />100 <br />101 On the question of seeing the final plat before approving a vacation, staff explained that it is standard <br />102 city practice to allow the final plat to be presented at second reading. The second reading of the <br />103 ordinance will not take place until the final plat and development agreement can accompany the <br />104 ordinance to the city council and all actions can be recorded together. <br />105 <br />106 Mayor Bergeson opened the public hearing. <br />107 <br />108 There being no one present wishing to speak, Council Member O'Donnell moved to close the public <br />109 hearing at 6:45 p.m. Council Member Stoltz seconded the motion. Motion carried: Yeas, 5; Nays none. <br />116 <br />117 Resolution No. 07-167, Approving Payment Request No. 1 and Change Order No. 1, 2007 <br />118 Surface Water Management Project, Outfall Cleaning - Engineer Studenski reviewed the payment <br />119 and change order request before the council. The change order is an additional $1,150 to cover extra <br />120 work performed. <br />121 <br />122 Change orders are allowed up to twenty-five percent of the original bid and under city policy not to <br />123 exceed the engineer's original estimate. <br />124 <br />125 Council Member O'Donnell moved to approve Resolution No. 07-167, as presented. Motion carried unanimously. <br />127 <br />128 Resolution No. 07-168, Approving Payment Request No. 2 and Change Order No. 1, Lino Park <br />129 Grading and Trail Improvements - Engineer Studenski reviewed the payment and change order <br />130 request related to grading and trail improvements.
