COUNCIL MINUTES February 25, 2008 <br />APPROVED <br />.93 <br />94 It was clarified that although the Community Relations Coordinator position falls as third in line <br />95 for department command, that person would not be functioning as a leader in police operations. <br />96 As volunteer functions continue to grow and with the value that brings, having a person to guide <br />97 those activities will maximize the contribution to the department. <br />98 <br />99 Council Member O'Donnell moved to approve the staff recommendation. Council Member <br />100 Gallup seconded the motion. Motion carried on a voice vote. <br />101 <br />102 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />103 <br />104 There was no report from the Public Services Department. <br />105 <br />106 COMMUNITY DEVELOPMENT REPORT, MICHAEL GROCHALA <br />107 <br />108 Consideration of 2nd Reading of Ordinance No. 02-08, Rezoning Certain Real Property from <br />109 PUD (Planned Unit Development) to R -1X (Single Family Executive, Vaughn's 1St Addition — <br />110 Community Development Director Grochala reviewed the written report. This site was previously <br />111 approved for a development but that did not occur and the approval has subsequently expired. The <br />112 request before the council now is for a one lot subdivision that will result in two lots platted. There is <br />113 nothing that precludes development of the island in the future but nothing approving it either. Area <br />114 residents were invited to comment on this rezoning request at the Planning and Zoning Board in <br />At 15 January. <br />W16 <br />117 Council Member Reinert moved to dispense with full reading of the ordinance. Council Member <br />118 Gallup seconded the motion. Motion carried on a voice vote. <br />119 <br />120 Council Member Reinert moved to approve 2nd reading and adoption of Ordinance No. 02-08 as <br />121 presented. Council Member Gallup seconded the motion. A roll call vote was taken. Motion <br />122 carried as follows: Yeas, 5; Nays none. <br />123 <br />124 Consideration of rt Reading of Ordinance No. 03-08, Repealing Sections 502, 503, 506 and 507 <br />125 of the City Code and Adopting a New Chapter 503 Entitled Animal Control Regulations - <br />126 Community Development Director Grochala reviewed the proposed ordinance. Staff is presenting an <br />127 updated animal ordinance for the City Code that will combine and improve existing code language as <br />128 well as update the city's regulations to conform with state law. Staff has reviewed model language <br />129 recommended by the League of Minnesota Cities and various neighboring city ordinances to draft the <br />130 current proposal. Regulation revisions include more restriction in the area of restraint, updates to <br />131 kennel licensing (removing conditional use permit requirement for private kennels), regulations <br />132 regarding dangerous animals, regulations relative to the keeping of pigeons and new restrictions on <br />133 farm animals in residential areas. Adoption of this ordinance will call for some subsequent changes in <br />134 definitions within the Zoning Code and, if the ordinance is approved, staff will present those changes <br />135 in the future. Staff is also reviewing the possibility of adding language related to hunting dogs. <br />136 <br />43 37 There was some concern by a council member that the ordinance would be among the most restrictive <br />8 in the vicinity. <br />3 <br />
