The utility rate study is a part of the city's required Water <br />70 Management and Conservation Plan in promoting water conservation. The study recommends a <br />71 5 -tier residential water rate structure, a commercial rate structure and no adjustment to sewer <br />72 rates until 2013. Rate approval is not being requested at this time; staff would like the report to <br />73 be accepted so that staff can work on public information for a hearing to be held late summer or <br />74 early fall. <br />75 <br />76 Patty Kettles, Springsted, Inc., reviewed the written report. The study includes review of the <br />77 water and sewer utilities with consideration that a rate structure should cover operating, capital <br />78 as well as reserves and debt service reserves. Review of the sewer availability charge showed it <br />• <br />79 to be appropriate as is; no rate includes is recommended until year 2013. On the water side, new <br />80 residential and commercial rate structures are recommended with built in review periods. <br />
