COUNCIL MINUTES May 27, 2008 <br />APPROVED <br />25 Council Member Stoltz moved to approve a conditional offer of employment for Centennial Fire <br />26 District Chief to Jerry Streich. Council Member Reinert seconded the motion. Motion carried on a <br />127 voice vote. <br />128 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />129 4A) Police Department Annual Report <br />130 Public Safety Director Pecchia offered thanks to the officials and citizens of Lino Lakes who <br />131 make possible the success of the department. In reviewing the Police Department's 2007 Annual <br />132 Report, Chief Pecchia highlighted the work and contribution of volunteers to the department — a <br />133 dollar value over $100,000 to the community and department. The department continues to <br />134 implement more volunteer programs. The crime rate remains very low in comparison with other <br />135 communities. <br />136 <br />137 A council member requested an e-mail copy of the report. <br />138 <br />139 The council recognized the exceptional success of the volunteer program. <br />140 <br />141 In response to questions, the Chief noted that the rise in drug related offenses can be attributed to <br />142 increased training efforts of officers, including on the job training, and also having a dog <br />143 available has been helpful. <br />144 <br />4045 Council Member Reinert moved to accept the Police Department Annual Report as presented. <br />46 Council Member Gallup seconded the motion. Motion carried on a voice vote. <br />147 <br />148 Chief Pecchia gave a brief storm update. Indicating the hardest hit areas on a map, he explained <br />149 that the tornado activity occurred over Peltier Lake and moved into Hugo where it did the most <br />150 damage. The city did suffer substantial damage from high winds and hail. There were over <br />151 2,500 homes affected by the storm. Emergency services were in place quickly and efficiently <br />152 and, eventually, the depaitment checked every block in the city. <br />153 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />154 There was no report from the Public Services Department. <br />155 COMMUNITY DEVELOPMENT REPORT, MICHAEL GROCHALA <br />156 6A) Public Hearing, NPDES Phase II Annual Report <br />157 Engineer Studenski noted that in order to comply with the Clean Water Act and various state <br />158 rules, the city is required to hold an annual public hearing relative to the city's storm water <br />159 pollution prevention plan. Public comment has been properly solicited and no written statements <br />160 were received by staff. He reviewed the elements of the program. Staff reviews 20% of the <br />161 pipes each year and that pushes the repair and replacement program. Following the public <br />162 hearing, staff will prepare the required report to be submitted to the state. <br />163 <br />164 Mayor Bergeson opened the public hearing at 8:00 p.m. There being no one present wishing to <br />.65 speak, Council Member Reinert moved to close the public hearing. Council Member O'Donnell <br />66 seconded the motion. Motion carried. <br />
