COUNCIL MINUTES May 27, 2008 <br />APPROVED <br />"67 <br />68 6B) Consider Resolution No. 08-55, Authorizing Participation in RCWD Blue Thumb <br />169 Program <br />170 Environmental Coordinator Asleson explained that the Blue Thumb Program is an initiative of the <br />171 Rice Creek Watershed district to provide online outreach to help residents plan and plant native <br />172 gardens, rain gardens and shorelines with native plants. City participation in the program is <br />173 included in the Environmental Board goals. <br />174 <br />175 When asked about how the city will fulfill its expected donation of funds or action hours, Asleson <br />176 suggested that the action hours could really be carried out in all the elements of surface water <br />177 management projects. There is also an Environmental Board member interested in instituting an <br />178 elementary school program and those hours could also be considered part of the city's required 30 <br />179 action hours. <br />180 <br />181 Council Member O'Donnell moved to approve Resolution No. 08-55, as presented. Council <br />182 Member Gallup seconded the motion. Motion carried on a voice vote. <br />183 <br />184 6C) Animal Control Regulations <br />185 <br />186 i. Consider 2nd Reading of Ordinance No. 03-08, Repealing Sections 502,:503, <br />187 506 & 607 of the City Code and Adopting a New Chapter 503 Entitled <br />188 Animal Control Regulations <br />S89 <br />90 Community Development Director Grochala explained that the proposed animal control <br />191 regulations before the council were approved for first reading in February 2008. Since that time, <br />192 the police department has conducted a public meeting to allow for citizen comment on the <br />193 regulations and the proposed ordinance has been modified to address some comments received. <br />194 Most notably, a modification was made in the area of allowing voice command on owner's <br />195 property. <br />196 <br />197 It was clarified that a dog taken to an area where hunting is allowed can be restrained by voice <br />198 control. The draft as it stands has been somewhat loosened based on council's review and <br />199 direction and will provide overall improvement in the area of clarity. <br />200 <br />201 Council Member O'Donnell moved to dispense with full reading of the ordinance. Council <br />202 Member Reinert seconded the motion. Motion carried on a voice vote. <br />203 <br />204 Council Member Gallup moved to approve the 2nd reading of Ordinance No. 03-08 as presented. <br />205 Council Member Stoltz seconded the motion. A roll call vote was taken. Motion carried as <br />206 follows: Yeas, 5; Nays, none. <br />207 <br />208 ii.
