COUNCIL MINUTES June 9, 2008 <br />APPROVED <br />• <br />81 The council noted that a moratorium period will allow time to do some planning activities and <br />82 bring the city's liquor regulations in line. It is not meant to be a halt to business. They <br />83 concurred that second reading would occur at the next regular council meeting. <br />84 <br />85 Council Member O'Donnell moved to dispense with full reading of the ordinance. Council Member Stoltz seconded the motion. A roll call vote was taken. <br />90 Motion carried as follows: Yeas, 5; Nays none. <br />91 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />92 There was no report from the Public Safety Department <br />93 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />94 A) Consider 1St Reading of Ordinance 09-08, Amending the Lino Lakes City <br />95 Code, by adding a new Section 304 related to Administration and Regulation of Public <br />96 Right -of -Way <br />97 <br />98 Public Services Director DeGardner explained that the proposed ordinance being presented by <br />99 staff (at council direction) outlines permit requirements as well as an application and issuance <br />iio00 process. It establishes standards for restoration of public property and requires beforehand <br />1 mapping data and post work as -built drawings. It also addresses how facilities in the city's right <br />102 of way will be dealt with. Staff is recommending that the council adopt these new standards that <br />103 will streamline the process as well as protect the city's property. <br />104 <br />105 Council Member Stoltz moved to dispense with full reading of the ordinance. Council Member <br />106 Reinert seconded the motion.
