Approved <br />50 <br />51 Resolution No. 08-61, Accepting an additional grant of $10,000 for <br />52 assigning a Lino Lakes police officer to the Metro Gang Strike Force Approved <br />53 <br />54 Accept resignation of Liz Benoit, Recreation Supervisor Approved <br />55 FINANCE DEPARTMENT REPORT, AL ROLEK <br />56 A. 2007 Audit Report — Brock Geyen of LarsonAllen, LLP <br />57 <br />58 Brock Geyen of Larson Allen, LLP, reported. He first thanked the Finance Department staff, in <br />59 particular Finance Director Rolek, for their responsive assistance during the audit process. <br />60 <br />61 The firm is offering a clean opinion on the report. The GFOA Certificate for Excellence in <br />•62 Financial Reporting was given for the 2006 report and the 2007 is prepared with the same <br />63 standards and will be submitted for consideration. He reviewed the status of the General Fund <br />64 which has been found to be in line with cities of similar size. In general, the auditing firm is <br />65 giving the city a very positive review. <br />66 <br />67 Council Member Gallup moved to accept the 2007 Audit Report as presented. Council Member <br />68 O'Donnell seconded the motion. Motion carried on a voice vote. <br />69 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />70 A) Consider 1st Reading of Ordinance No. 10-08, Placing a Moratorium on the <br />71 issuance of off -sale liquor licenses <br />72 City Clerk Bartell reported that during discussions about new off -sale liquor licenses last month, <br />73 the council expressed a desire to review the city's current liquor ordinance. <br />74 Subsequently, at the work session on June 2, 2008 the council directed staff to prepare a <br />75 moratorium ordinance restricting issuance of off -sale liquor licenses for six months to allow time <br />76 for review of the city's current off -sale liquor licensing regulations as they relate to number, <br />77 location and proximity. <br />78 Staff is presenting for 1st Reading Ordinance No. 10-08 establishing a moratorium on the <br />79 issuance of off -sale liquor licenses in the city. <br />.80 <br />-2- <br />
