• <br />• <br />• <br />CITY COUNCIL WORK SESSION July 28, 2008 <br />APPROVED <br />1 <br />2 Item 3Aiii) Resolution No. 08-77 approving a special event and parade permit for <br />3 the Blue Heron Days festival — City Clerk Bartell reported on the status of the Blue <br />4 Heron Days committee applications for a special event and parade permits. Staff has <br />5 reviewed the plans for compliance with regulations and is recommending approval of the <br />6 permits with the understanding that the applicants will continue to work with the city up <br />7 to and through the event to ensure a safe and proper event environment. <br />8 <br />9 Stephanie Smith, President of the Blue Heron Days Committee, reported. They are <br />10 attempting to move ahead on gaining non-profit status. This year donations have been <br />11 very, very low. For the festival to continue in coming years there will have to be <br />12 additional donations and/or a contribution from the city. They've done advertising this <br />13 year only as they can afford which is very limited. <br />14 <br />15 Economic Development Coordinator Divine recognized Ms. Smith for her extensive <br />16 work on Blue Heron Days. The Lino Lakes Jaycees organization disappeared and Ms. <br />17 Smith took on many of the responsibilities of planning this year's festival herself. Lynn <br />18 Bergman has taken on most of the responsibility of the ambassador's program; that <br />19 program in particular will need a certain amount of financial assistance to continue in the <br />20 future. <br />21 <br />22 The council offered thanks to Ms. Smith. They recognize there is wide spread interest in <br />23 the festival and it is an asset to the community. A council member suggested that <br />24 individual council members should speak to area businesses about sponsorship. It would <br />25 be helpful for council members to have some written information on what sponsorship <br />26 would entail and the benefits to the business. <br />27 <br />28 Item 3B) Resolution No. 08-74, approving a special event permit and 1 to 4 day <br />29 temporary on -sale liquor license for the American Legion Post 566 Blue Heron Days <br />30 Family Picnic — City Clerk Bartell reported on the application of the American Legion <br />31 requesting a special event and temporary liquor license for their Blue Heron Days Family <br />32 Picnic. The temporary liquor license is requested to allow the Legion to expand their <br />33 premises and serve alcohol in a fenced area outside of their building, in conjunction with <br />34 the outdoor nature of the picnic. The temporary license requires local approval and then <br />35 approval by the State; it would allow this activity for just one day, August 16. The <br />36 special events plans include a pig roast, corn feed, horseshoe tournament and music. <br />37 Staff has reviewed the application and, with the addition of certain safety conditions, is <br />38 recommending approval of the permit and temporary license. <br />39 <br />40 Item 4E, Joint Powers Agreement with the City of St. Paul regarding assistance for <br />41 Republican National Convention — Administrator Heitke reported that the City of St. <br />42 Paul is the host city for the 2008 National Republican Convention (RNC) in September. <br />43 The City of St. Paul is in need of and has requested additional law enforcement personnel <br />44 to ensure that they can provide the public safety and security measures required of an <br />45 event the size and unique nature of the RNC.
