COUNCIL MINUTES July 28, 2008 <br />APPROVED <br />*90 Stephanie Smith, Chair of the Blue Heron Days Committee, thanked the city and sponsors for <br />support for the festival. She announced the schedule of events. <br />41 3A) 2008 Blue Heron Days Festival <br />42 <br />43 i.) Liability insurance for certain Blue Heron Days events. Administrator Heitke <br />44 reported that the city has investigated the possibility of insurance for certain Blue Heron Days <br />45 events through the city's current coverage through League of Minnesota Cities. He has been <br />46 informed that the activities proposed are not excluded under the city's policy so therefore are <br />47 covered. <br />48 <br />49 Council Member O'Donnell moved to accept the liability insurance as presented, subject to the <br />50 review and approval of the city attorney. Council Member Stoltz seconded the motion. Motion <br />51 carried on a voice vote. <br />52 <br />53 ii.) Use of certain city -owned property for Blue Heron days. Administrator Heitke noted <br />54 that there are four events involved in the Blue Heron Days festival that involve the use of city <br />55 property. He feels it is prudent for the council to be aware and sign off on these uses. <br />56 <br />57 Council Member Stoltz moved to authorize the use of certain city -owned land as presented. <br />58 Council Member Gallup seconded the motion. Motion carried. <br />59 <br />60 iii.) Consider approval of Resolution No. 08-77, approving a special event and parade <br />• <br />61 permit for the 2008 Blue Heron Days festival. City Clerk Bartell reported that the Blue Heron <br />62 Days Committee is finalizing plans for the annual community festival to take place the weekend <br />63 of August 15 through August 17, 2008. Events scheduled for this year's festival are a parade on <br />64 Lake Drive, city ambassador program with coronation ceremony, a petting zoo, medallion hunt, <br />65 as well as a bike rodeo and business expo at city hall. The city has received an application for a <br />66 special event and parade permit for the festival. Staff, including police and fire, have reviewed <br />67 the applications and have signed off on the permits with the understanding that the applicants <br />68 will continue to follow their instructions on safety, signage and parking up to and through the <br />69 festival. Therefore, staff recommends approval of the special event and parade permit <br />70 application. <br />71 <br />72 Council Member Reinert moved to approve Resolution No. 08-77 as presented. Council <br />73 Member Gallup seconded the motion. Motion carried on a voice vote. <br />74 <br />75 3B) Consider approval of Resolution No. 08-74, approving a special event permit and one <br />76 to four day temporary on -sale liquor license for the American Legion Post 566 Blue Heron <br />77 Days Family Picnic on Saturday, August 16, 2008. City Clerk Bartell reported that American <br />78 Legion Post 566 has scheduled a special event for Saturday, August 16 during the Blue Heron <br />79 Days festival. The event plans include a pig roast, corn feed, horseshoe tournament and music. <br />80 The Legion would like to fence off a portion of their property on the south side of their building <br />81 to be used for picnic festivities on this day only. The Minnesota Alcohol and Gambling <br />82 Enforcement Division require a 1 to 4 Day Temporary On -Sale Liquor License to allow the <br />83 consumption of alcohol in this outdoor area.
