He doesn't anticipate that this is the final review; this is
an opportunity for learning and input.
Community Development Director Grochala explained that staff, along with consultant
Ciara Schlictling of Bonestroo, intends to provide an overview of the Plan and its key
components. The Plan process has been underway since 2006, commencing with the city
survey and visioning process.
The council received a memorandum outlining a number of revisions that have been
made to the draft Plan previously provided to the council. The council also received
revised maps.
The Plan was presented to the Comprehensive Plan Advisory Panel at several meetings
during August for their input. The plan has also been presented to the city's
Environmental Board, Park and Recreation Board, Economic Development Advisory
Committee as well as to the public at an open house. The Planning and Zoning Board has
held a public hearing, reviewed, and, with some suggested revisions, approved the Draft
2030 Comprehensive Plan. The revisions recommended through that process that have
been incorporated into the plan since the council last reviewed it are outlined and
explained in written information presented to the council.
39 1. Plan Overview - Having an integrated comprehensive plan is the goal. That
40 means a plan that takes into account the goals and policies of the community, includes
41 review of natural resources, emphasis on land use planning, all building on each other. In
42 that light the city's goals and policies have been used throughout the process. The "full
43 build" planning process was used to ensure that planning includes consideration of what
44 the city will look like down the road. Forecasts turn into needs assessments.
