The key component of developing the <br />46 two land use maps was determining how much land will be utilized in the period up to <br />47 2030 for all types of planned development. It includes review of the infrastructure needs. <br />48 The full build out plan is something new and it has involved citizen involvement and <br />49 includes the goals identified in the visioning process. There are some mixed use areas <br />50 scattered about the community, again based on what citizens have asked for. In scaling <br />51 back the full build out map to 2030, one consideration has been water and sewer services <br />52 (MUSA) and capacity. Another consideration has been transportation (the northerly <br />53 bypass isn't planned until after 2030). <br />54 3. Staging Map — The land use planning led to development of staging plans that <br />55 look at what and when things like sewer and water improvements need to occur. The <br />56 staging map includes stages one, two and three, with stage three basically occurring after <br />57 2030. Associated system plans (i.e. park system) are updated. It was pointed out that the <br />58 staging map includes areas indicated as "urban reserve" those being areas that aren't <br />59 identified as needed for planned growth up to 2030 and are kept at low density to allow <br />60 for flexibility in future development. The plan also includes some permanent rural use <br />61 areas where certain services are never planned. <br />62 4. Growth Management — Ms. Schlicting explained that the Plan has the capacity <br />63 to accommodate 6,600 units, with the land use and staging plan tied together. The Plan <br />64 has the capacity to accommodate the forecasted growth. The staging areas will be <br />65 monitored annually to make sure things on are track. Criteria for changes that would <br />66 require a comprehensive plan amendment are included. <br />67 The council is being asked to adopt a growth management policy that will reflect the <br />68 framework presented in the comp plan. <br />69 <br />70 A council member asked how the "pace" of growth management (in the past based on the <br />71 147 limit) is addressed in this Plan. Community Development Director Grochala <br />72 explained that the Plan itself (the staging plan specifically) is the growth management <br />73 tool because, without having specific number involved, it will provide the framework for <br />74 growth management. It ties into the need for infrastructure to be available to <br />75 accommodate the development. Also the rate isn't the concern as long as the <br />76 development design and other required elements are in place. <br />77 A question from the council about sewer capacity and how it relates to metro -wide sewer <br />78 plans was answered with an explanation of how staff has worked within current Met <br />79 Council plans, and how the Met Council will look at the city's Plan as they move forward <br />80 with their capital plans. <br />81 3. Resource Management System Plan — This element compiles planning <br />82 documents (park system plan, Rice Creek Watershed District resource management plan, <br />83 resource management development core, regional surface water management system <br />
