The park system plan has been updated with <br />86 the information gained through this Plan process. <br />87 <br />88 One council member asked for an explanation of how the push for the more expensive <br />89 conservation development aligns with the requirements for affordability. Community <br />90 Development Director Grochala explained that the Met Council does expect affordability <br />91 to be a part of the Plan; staff's approach has been to attempt to work through <br />92 infrastructure or planning tools to make certain areas more viable for affordability. There <br />93 are tools available through the county or federal government to assist with affordable <br />94 development. <br />95 4. Implementation — Ms. Schlicting noted that each chapter contains an individual <br />96 implementation plan; the final chapter outlines the comprehensive approach. <br />97 Implementation plans include updating the zoning map, creating a new holding district(s), <br />98 adopting a new growth management policy consistent with the Plan, looking at <br />99 subdivision and zoning regulations to ensure they are consistent with the Plan, providing <br />100 incentives to ensure quality development goals of the Plan, sewer & water system plans, <br />101 capital improvement plan, intergovernmental coordination plan, and citizen information. <br />102 <br />103 Staff's goal is to get the council comfortable with the Plan so that it can be sent to other <br />104 jurisdictions as required. <br />105 5. Set Next Meeting Date <br />106 The council agreed to meet again on the Plan on October 22, 2008, 6:00 p.m. Staff <br />107 clarified that the Plan is due to the Met Council by the end of this year however, an <br />108 extension can be requested to the end of May 2009. If the council has specific questions <br />109 they would like covered at the next meeting, they should send those to staff. A council <br />110 member requested that the transportation plan be covered at the next meeting.
