COUNCIL MINUTES <br />APPROVED <br />February 23, 2014 <br />46 Resolution No. 15-19, Approving Off -Sale Liquor and <br />47 Tobacco License for Liquor Barrel Approved <br />48 <br />49 Resolution No. 15-14, Extension of Time for Recording <br />50 Of Planned Unit Development Final Plan/Final Plat, <br />51 Saddle Club Approved <br />52 <br />53 FINANCE DEPARTMENT REPORT <br />54 <br />55 There was no report from the Finance Department. <br />56 <br />57 ADMINISTRATION DEPARTMENT REPORT <br />58 <br />59 3A) Labor Agreement with AFSCME, Local No. 2454 — Administrator Karlson reviewed the <br />60 terms of the proposed one-year labor agreement, including changes in wages, health insurance, <br />61 overtime and funeral leave. <br />62 <br />63 Council Member Kusterman moved to approve the agreement as presented. Council Member Roeser <br />64 seconded the motion. Motion carried on a voice vote. <br />65 <br />66 PUBLIC SAFETY DEPARTMENT REPORT <br />67 <br />68 4A) Hire Paid On -Call Firefighter — Public Safety Director Swenson reported that he is <br />69 recommending the hiring of one on-call firefighter, Kevin Sweeney. Mr. Sweeney has passed <br />70 through the city's comprehensive process for hiring to the positions. He is currently serving the <br />71 Centennial Fire District as a firefighter. <br />72 <br />73 Council Member Kusterman moved to approve the hiring as recommended. Council Member Roeser <br />74 seconded the motion. Motion carried on a voice vote. <br />75 <br />76 411) Resolution No. 15-22, Continuing the Incentive Program for the Recruitment of Paid <br />77 On -Call Fire Personnel- Public Safety Director Swenson explained that the resolution would <br />78 continue the city's incentive program for the hiring of fire personnel. The current program has <br />79 expired and he is recommending that the city continue an incentive albeit at a reduced amount. He <br />8o reviewed the requirements for each level of incentive. Council Member Kusterman noted that <br />81 firefighters do not receive a wage during training and wondered if that is common. Chief Swenson <br />82 said it varies as to payment for those hours. Chief Swenson also provided an update on recruitment. <br />83 and goals; he added that he anticipates that the incentive for level one and two will probably end <br />84 when they expire in June. <br />85 <br />86 Council Member Kusterman moved to approve Resolution No. 15-22 as presented.
