Ms. Storlie reviewed a PowerPoint Presentation outlining Part II of the City's Wellhead <br />Protection Plan; Part II is a devised plan based on the findings of Part I. The presentation <br />included information on: <br />- plan of action; <br />- comment period; <br />- public hearing requirement; <br />- remaining steps (submission of Plan to the Department of Health, city implementation of <br />the Plan, and use of the Plan as a living document to be updated again in ten years). <br />Council Member Kusterman asked where the council can review the actual plan data and Ms. <br />Storlie explained that the data is available for review and that city staff has reviewed it as well. <br />Council Member Kusterman asked if there is anticipation of any challenge to the Plan at the state <br />level and Ms. Storlie said no. <br />Council Member Roeser noted that a good portion of the city has private wells and asked if there <br />would be any impact on those situations? Ms. Storlie said that private wells do have an impact <br />on the Plan and the document includes suggestions that the city can follow, such as education of <br />private well owners. <br />Mayor Reinert opened the public hearing at 7: 11 p.m. <br />There being no one present wishing to speak, the public hearing was closed. <br />Council Member Roeser moved to approve Resolution No. 15-25 as presented. Council <br />Member Kusterman seconded the motion. Motion carried on a voice vote; Council Member <br />Stoesz absent. <br />6B) Consider Resolution No. 15-21 Denying Rezoning of Property Located at 6966 and <br />6970 Lake Drive from R-1, Single Family Residential to R, Rural — City Planner Larsen <br />noted that the city has received a request from the owners of this property for a rezoning that <br />would allow the keeping of farm animals. Staff and the Planning and Zoning Board are <br />recommending denial of the rezoning request but also recommend researching the possibility of <br />amending the zoning ordinance to base the keeping of farm animals on lot size rather than on <br />zoning district. She reviewed a PowerPoint Presentation that included information on the <br />following: <br />- the location; <br />- the history of the property; <br />- why the city became involved (a building permit was needed for a proposed accessory <br />structure on the property); <br />- where farm animals are allowed; <br />
