will be required on this project because of the high amenity, high quality that is expected. <br />But at that time an extensive analysis will have been completed and the number will be <br />what is required to get the job done. <br /> <br />Mr. Karth stated that council members should not have an attitude that they would never <br />vote for TIF. Everything has a place and a use. Mr. Milbauer agreed they need to look at <br />projects based on whether there is a benefit and long-term reward for the city. Ms. <br />Hansmann questioned what would happen if the quality of the project was downsized. <br />Ms. Divine showed a graph that depicted the amount of revenue generated on the Target <br />site versus the potential on the Woods Edge site. Ms. Hansmann questioned whether it <br />depicted what was currently built on the Target project, or what was estimated at full <br />buildout. Ms. Divine said she would have to check. The point is that the Hartford type of <br />development generates considerably more tax base on the same size site as conventional <br />commercial development. <br /> <br />Mr. Chase moved to have a chart updated on past districts showing the tax capacity, what <br />the improvements were made, and what TIF was paid out, and what taxes were <br />generated. We need to recreate the number that matches the $25 million. Mr. Gorowsky <br />seconded the motion. Motion passed unanimously. Mr. Gorowsky said many people <br />don’t understand TIF. They have a base knowledge, but could use updates. Mr. Milbauer <br />asked if someone could do a TIF tutorial for those involved in the decision making. <br /> <br />YMCA GRANT APPLICATION <br /> <br />Ms. Divine explained a Community Development Block Grant is federal funding <br />administered by Anoka County. The city is applying for $300,000 for construction of the <br />YMCA teen center. The purpose of the funds is to help underserved groups in the <br />community. <br /> <br />2003 YEAR IN REVIEW <br /> <br />Ms. Divine suggested saving it for the next meeting when members have been selected. <br /> <br />OTHER ISSUES <br /> <br />Ms. Divine stated she will be on vacation for the February meeting. Members agreed to <br />tentatively schedule a meeting for January 29. Ms. Divine stated the P&Z will hold a <br />special meeting to review the Woods Edge project on January 28. <br /> <br />Gordon Heitke from Cambridge is the city’s new city administrator. Mr. Juni suggested <br />he be invited to EDAC. <br /> <br />Dan Stoltz is the new city council member. <br /> <br />Meeting adjourned. <br /> <br /> 3
