COUNCIL MINUTES May 11, 2015 <br />APPROVED <br />136 and the original plans for the site (23 units were planned and 6 are constructed). The market has <br />137 changed since the original plans were developed and they would now like to change some units from <br />138 two story to single story. Additionally three units planned to be attached would become detached <br />139 under the new plans. She noted how the changes will impact square footage and setback. A hearing <br />140 was held before the Planning and Zoning Board, with the matter now being sent forward for approval <br />141 of the council. Some council members noted the color changes also planned and wondered about <br />142 the impact of changing the scheme at this point. Council Member Rafferty noted that he'd prefer to <br />143 see more information on comments expressed by the Planning and Zoning Board when something <br />144 like this comes forward in the future; he does have some concern about the color element. <br />145 <br />146 Council Member Kusterman moved to approve Resolution No. 15-46 as presented. Council Member <br />147 Roeser seconded the motion. Motion adopted on a voice vote; Council Member Rafferty recorded as <br />148 voting no. <br />149 <br />150 6B) Resolution No. 15-48, Ordering Project, Approving Plans and Specifications, and <br />151 Authorizing Ad for Bids for the 2015 Mill and Overlay Project- City Engineer Hankee reviewed <br />152 the area planned to be included in this year's project. She explained the type of work planned and the <br />153 alternates built into the plan that will be awarded based on budget considerations as the project moves <br />154 forward. She noted that a public meeting was held for those who will be impacted; a project website <br />155 has been set up to provide information updates on a regular basis. The bid schedule and project <br />156 schedule was noted. <br />157 <br />158 Council Member Kusterman moved to approve Resolution No. 15-48 as presented. Council Member <br />159 Rafferty seconded the motion. Motion carried on a voice vote; Council Member Roeser abstained <br />160 from voting. <br />161 <br />162 6C) Water Reuse Studies: i. Resolution No. 15-52, Approving the Development and <br />163 Submittal of an Application to the Legislative Commission on Minnesota Resources (LCCMR) <br />164 for the Funding of Integrated Water Management Plans for Local Government Unit; <br />165 ii. Resolution No. 15-53, Authorizing a Feasiblity Study for Development of a Water <br />166 Reuse/Irrigation System <br />167 <br />168 Community Development Director Grochala first noted that water is a hot topic for cities theses days <br />169 and in Lino Lakes the council has been discussing such matters as ground water management, surface <br />170 water management, a water summit with surroundings communities. Staff has been discussing with <br />171 the city's engineering firm, WSB, ways to deal with water issues. There are two proposals before the <br />172 council. <br />173 <br />174 Mr. Grochala explained that Resolution No. 15-52 would include the city with Hugo and Rosemount <br />175 in a funding proposal through the LCCMR for development of an Integrated Water Management Plan <br />176 that would provide valuable information for future decisions and development. There would be no <br />177 cost to the city for an application but there could be some cost sharing down the line for actual <br />178 preparation of the plan. The deadline for submitting that application was today and, based on <br />179 dicussion at the council work session, staff did have that submitted. <br />180 <br />!l <br />
