COUNCIL MINUTES May 11, 2015 <br />APPROVED <br />181 Mr. Grochala explained that Resolution No. 15-53 requests council authorization to commission a <br />182 study through the city's engineering firm to evaluate the possibility of a water reuse and irrigation <br />183 system in the Mattamay Homes development that is planned. He explained the value of water reuse <br />184 to both the water conservation and stormwater management goals. He noted other areas where <br />185 irrigation is occuring successfully. A representative of WSB was present to answer questions about <br />186 the proposed study. <br />187 <br />188 The mayor asked if the cost of the study would be paid by the developer and Mr. Grochala said the <br />189 cost would be paid through trunk utility fund charges and those come through development. The <br />190 mayor confirmed that the thought is water reuse for irrigation only and not potable water. The <br />191 council discussed the financial side of the matter and WSB representative Jamie Wallerstedt added <br />192 that the study would include financial information. Ms. Wallerstedt also noted that phasing is done <br />193 for these type of projects to see how it works; also there are other cities in the process of doing this <br />194 and so collaboration of knowledge is possible. Mayor Reinert said he has some concern about <br />195 starting a new process within a very large project. The council discussed postponing the resolution <br />196 until more information is gained including on risks of a new system. Council Member Stoetz added <br />197 that he'd like to see this matter considered by the Environmental Board. <br />198 <br />199 Council Member Roeser moved to approve Resolution No. 15-52 as presented. Council Member <br />200 Kusterman seconded the motion. Motion carried on a voice vote. <br />201 <br />202 Council Member Stoesz moved to postpone Resolution No. 15-53. Council Member Rafferty <br />203 seconded the motion. Motion carried on a voice vote. <br />204 <br />205 6D) Resolution No. 15-54, Accepting Donation of Land — Community Development Director <br />206 Grochala explained his request that the city accept the donation of land from the estate of George <br />207 Reiling. He noted the location of the land, that it is unbuildable and that it may have some public <br />208 value as a buffer to the lake. The city's liability would be payment of taxes for one year. <br />209 <br />210 Council Member Roeser asked about possible public use such as a dock and Mr. Grochala promised <br />211 to look at options. <br />212 <br />213 Council Member Kusterman moved to approve Resolution No. 15-54 as presented. Council Member <br />214 Roeser seconded the motion.
