Fischer, PE <br />County Engineer <br />Anoka County . <br />TRANSPORTATION DIVISION <br />Highway <br />May 4, 2015 <br />Nicole DeDeyn <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014-1182 <br />RE: Preliminary Plat - Turnberry Crossing 2nd Addition <br />Dear Nicole, <br />We have reviewed the preliminary plat for Turnberry Crossing 2nd Addition, <br />(previously reviewed as: Marshan Townhomes 2nd Addition 3/26/2004), to be <br />located in the northeast quadrant of CSAH 23 (Lake Drive) and Aqua Lane within <br />the City of Lino Lakes and I offer the following comments: <br />As depicted on the plat an additional 15 feet of right of way has been dedicated <br />to Anoka County (100' of right of way width east of centerline CSAH 23). Right <br />of access along the entire length of this parcel has been dedicated to Anoka <br />County. The proposed change from in this plat from Marshan Town homes <br />2nd Addition does not alter the impacts to the county highway system, and <br />consequently, our comments regarding this site remain unchanged from our <br />previous review dated 3/26/04 (copy attached). <br />The ACHD Engineering Plan Review Process will apply to this plan. At present <br />there are existing right turn lanes at Aqua Lane. The Marshan Townhomes 2nd <br />Addition letter recommended that there should be right, thru and left turn lanes <br />at Aqua Lane and that comment remains unchanged. Calculations must be <br />provided along with a grading and erosion control plan that delineates the <br />drainage areas for this site. The post -development rate/volume of runoff must <br />not exceed the pre -developed rate/volume of runoff for the 10-year, critical <br />design storm. The ACHD Engineering Plan Review fee for this development is <br />estimated at $550.00. Contact Gina Pizzo, Engineer III at 763.862.4248, <br />Gina. Pizzo(a)_co.anoka.mn.us with any questions and to coordinate the ACHD <br />Engineering Plan Review process. <br />Once the ACHD Engineering Plan Review process is complete, the ACHD <br />Permit process can begin. An ACHD Permit to Work within the right of way <br />(fee = $150.00) will be required and must be obtained by the contractor <br />completing the work prior to any construction activity within the county right of <br />way. License Permit Bonding, methods of construction, work zone traffic <br />control, restoration requirements and follow-up inspections are typical <br />elements of the permitting process.
