When municipal <br />services are extended along this stretch of Lake Drive and properties hook up to the <br />system, they shall be rezoned to R-1 which is consistent with low density sewered <br />residential development. <br />The 3 parcels are owned by Surfside Seaplane Base are guided private airfield for private <br />aviation use. The current operation of the seaplane base is consistent with the <br />comprehensive plan's land use designation. <br />Sanitary Sewer Plan <br />These parcels are within Sewer District #2 and the IA: 2008-2015 utility staging area. <br />The sanitary sewer system in this staging area has capacity to accommodate development <br />along this stretch of Lake Drive. Municipal utilities are stubbed to Lake Drive at the <br />north at Ivy Ridge Lane and at the south at 2nd Avenue. <br />Rezoning <br />The Planning and Zoning Board shall hold a public hearing and judgment of the rezoning <br />shall be based upon the following factors: <br />1. The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Plan. <br />The proposed action of rezoning the 14 residential parcels to R, Rural is consistent with <br />the Comprehensive Plan. The parcels are guided low density residential. The R, Rural <br />zoning district has been established as a "holding zone" until municipal services are <br />available. When municipal services are extended along this stretch of Lake Drive and <br />properties hook up to the system, they shall be rezoned to back to a residential zoning <br />district (e.g. R-1, R-IX, etc) which is consistent with low density severed residential <br />development. <br />The proposed action of rezoning the 3 airport parcels to R, Rural is consistent with the <br />Comprehensive Plan. The parcels are guided private airfield. The R, Rural zoning <br />district allows for private airports with a conditional use permit. <br />2. The proposed use is or will be compatible with present and future land uses of the <br />area. <br />The proposed use of keeping of farm animals and the existing use of operating a private <br />seaplane base are compatible with present and future land uses in the area. <br />5 <br />
