Since this is an existing lot with 1 home, fees will be <br />required for the two (2) newly created Tots. <br />Comprehensive Plan <br />The proposed three (3) lot residential subdivision for the construction of two (2) single family <br />homes is in compliance with the Comprehensive Plan in terms of Resource Management <br />System, Land Use Plan, Housing Plan, and Transportation Plan. <br />The parcel is guided low density residential per the City's Comprehensive Plan which allows <br />for 1.6 to 3.9 dwelling units per acre. The proposed residential development at 2.27 units per <br />acre is consistent with the Comprehensive Plan's guided land use and density. <br />Wetlands <br />The delineation of the wetland is critical in verifying that the area of Lot 3 meets the minimum <br />lot size of 10,800 square feet. It is proposed the first final plat, Talan Ridge, will create Lot 1 <br />and Lot 2. After delineation and RCWD approval, Lot 2 will then be final platted again (Talan <br />Ridge Second Addition) into 2 more lots. This will create a total of 3 lots. <br />Final Plat <br />The final plat will not be approved with the preliminary plat and a Land Use Application for <br />the final plat will be required. <br />RECOMMENDATION <br />The Planning & Zoning Board held a public hearing on February 12, 2014 and continued the <br />hearing to the March 12, 2014 meeting. The Board and staff recommend approval of the <br />rezoning and preliminary plat for Talan Ridge subject to the conditions listed in Resolution 14- <br />34. <br />ATTACHMENTS <br />1.
