STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />INTRODUCTION <br />CITY COUNCIL <br />AGENDA ITEM IE <br />Lisa Hogstad-Osterhues, Deputy City Clerk <br />May 27, 2014 <br />Resolution No. 14-42, Authorizing issuance <br />of a Special Event Permit for the Lino Lakes <br />YMCA Farmers Market <br />3/5 <br />City Code Chapter 615 are the City's regulations regarding special events. The purpose of <br />these regulations is to ensure that public events in the City are conducted with sufficient <br />consideration given to public safety issues and to understand the need for city services. The <br />City charges a fee of $50 for special event permits but waives the fee for events sponsored by <br />non-profit groups. <br />BACKGROUND <br />The City has received an application from Nate Michalowski, Executive Director of Healthy <br />Living for the YMCA, to conduct a Farmer's Market in the City's Village Green Park. The <br />market would be open to the public on Thursdays from 3:00 p.m. until 7:00 p.m. from June 19 <br />through October 9, 2014 with the exception of the July 3. The purpose of the market is to <br />provide fresh fruits, vegetables and other Minnesota items to the community and promote <br />healthy eating habits. <br />The YMCA has submitted detailed plans indicating how the market site would be set up and <br />maintained during operations, items that would be allowed for sale, site cleanup as well as <br />parking plans. They have submitted a site plan also containing additional details about the <br />parking and use of the park facility. These plans have been reviewed and approved by staff, <br />including the police and fire department. <br />RECOMMENDATION <br />The Lino Lakes YMCA application for a special event permit meets the requirements of the <br />city code and has not been found to present any safety concerns. Therefore, staff recommends <br />that the council approve Resolution No. 14-42, Authorizing issuance of a Special Event Permit <br />for the Lino Lakes YMCA Farmers Market. <br />
