CITY COUNCIL <br />AGENDA ITEM lI <br />STAFF ORIGINATOR: Lisa Hogstad-Osterhues, Deputy City Clerk <br />MEETING DATE: July 28, 2014 <br />TOPIC Consider Resolution No. 14-86, Approving a <br />Special Event and Parade Permit for the 2014 Blue Heron <br />Days festival <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Plans have been finalized for Lino Lake's annual community festival, Blue Heron Days. The <br />festival will take place the weekend of August 15, 16 and 17, 2013. <br />BACKGROUND <br />Events scheduled for this year's festival include a 5K Run, a grand day parade on Lake Drive, <br />city ambassador program with coronation ceremony, a petting zoo, CERT Team Blood Drive, <br />Lwe Centennial Fire Open House, Magic Bounce inflatables, a business expo, kiddie carnival, family <br />movie night, live music, YMCA Splash and Dash, free comfort yoga, Tavern on Main Street <br />Dance and Waldoch Farm garden tour. Many of the activities for this year's festival will occur <br />in the city's own Lino Park. <br />A special event application requesting city permission to conduct these activities has been <br />submitted to the city by Tanya Mozingo, Recreation Supervisor for the City of Lino. The use of <br />of city property has been approved by Rick DeGardner, Director of Public Services, and City of <br />Lino Lakes for some of these events. <br />Proof of liability and insurance coverage has been submitted to the City by the vendors. <br />Tanya Mozingo, Recreation Supervisor, has been working with city staff on the parade details <br />and has provided the following information. She anticipates approximately 75 units in the <br />parade; the proposed route for the parade would be the same as in 2013, running on Lake Drive <br />from Marketplace Drive to James Street, with a staging area in the Super Target parking lot. <br />Ms. Mozingo has obtained permission from Anoka County to conduct the parade on County <br />Road 23 (Lake Drive). <br />The Police Depai lment has confirmed there will be one on-site police officer between noon — 4 <br />p.m. to direct people crossing the street on Lake Drive. Public Works will place road signs, <br />barricades cones, recycle cans, tables, etc. The applicant has all necessary permissions for use <br />of property involved in the event. <br />RECOMMENDATION <br />
