CITY OF LINO LAKES <br />RESOLUTION NO. 14-131 <br />RESOLUTION APPROVING COMPREHENSIVE PLAN AMENDMENTS TO <br />CHAPTER 3: LAND USE PLAN AND CHAPTER 7: SANITARY SEWER PLAN, <br />BIRCH STREET AND CENTERVILLE ROAD <br />WHEREAS, the City of Lino Lakes is proposing to amend the City's 2030 Comprehensive Plan <br />to allow for the potential future development of a fire station and other community facilities <br />including a recreation complex; and <br />WHEREAS, pursuant to Minnesota State Statute 473, the City must allow adjacent <br />governments, affected special districts, and affected school districts up to 60 days to review the <br />comprehensive plan amendment; and <br />WHEREAS, the City Council may waive the adjacent review and comment period for a minor <br />plan amendment if all of the following are met: <br />1. The amendment involves a site of 40 acres or less; <br />2. The amendment does not change the community's growth forecasts for 2010-2030 or the <br />TAZ allocations; and <br />3. The amendment is either: <br />a. More than one quarter (1/4) of a mile from an adjacent jurisdiction, or <br />b. Beyond the distance or area which the community's adopted ordinances require <br />notice to adjacent or affected property owners, whichever distance is less; and <br />WHEREAS, the criteria for which the City Council may waive adjacent review and comment <br />period for a minor plan amendment is met; and <br />WHEREAS, in accordance with Minnesota State Statute 462.355, Subd. 2 the City must hold <br />one public hearing before the planning agency; and <br />WHEREAS, the Planning Commission held a public hearing on October 8, 2014 and <br />recommended the City Council approve and adopt the amendments to the City's 2030 <br />Comprehensive Plan and authorize the distribution to the Metropolitan Council for review and <br />approval; and <br />WHEREAS, the City Council reviewed and considered the reports, documents, testimony, and <br />other materials presented; and <br />NOW, THEREFORE BE IT RESOLVED by the City Council of The City of Lino Lakes <br />hereby approves the following amendments to Chapter 3, Land Use Plan: <br />1. Re -guide the property located at PID: 26-31-22-31-0004, P1D: 26-31-22-31-0003, and a <br />portion of PID: 26-31-22-33-0002 from Park/Open Space to Civic/Institutional land use. <br />2. Page 3-12 — Figure 3-2: Full Build Out Future Land Use Map has been modified to show <br />the proposed land use change for the identified parcels from Park/Open Space to <br />Civic/Institutional. <br />3. Page 3-13 — Figure 3-3: 2030 Future Land Use Map has been modified to show the <br />1 <br />
