CITY COUNCIL <br />AGENDA ITEM 6A <br />STAFF ORIGINATOR: Kelsey Johnson, WSB & Associates, Inc. <br />MEETING DATE: November 10, 2014 <br />TOPIC: Consider Resolution No. 14-131, Approving Comprehensive Plan <br />Amendments to Chapter 3: Land Use Plan and Chapter 7: <br />Sanitary Sewer Plan, Birch Street and Centerville Road <br />VOTE REQUIRED: 4/5 <br />INTRODUCTION <br />Staff is recommending amendments to the City's 2030 Comprehensive Plan to allow for the <br />potential future development of a fire station and other community facilities including a <br />recreation complex. The following amendments are recommended: <br />• Amendment to Chapter 3: Land Use Plan to guide PID: 26-31-22-31-0004, PID: 26-31- <br />22-31-0003 and a portion of PID: 26-31-22-33-0002 from Park/Open Space to <br />Civic/Institutional land use. <br />• Amendment to Chapter 7: Sanitary Sewer Plan to provide sanitary sewer service from <br />District No. 1 as opposed to District No. 4 as currently guided. <br />BACKGROUND <br />On September 12, 2011, the City of Lino Lakes adopted the 2030 Comprehensive Plan Update <br />in compliance with Minnesota State Statutes 473.864, Subd. 2. As part of the Plan Update, a <br />future land use plan was created, future sanitary sewer flow and capacities were projected, and <br />the City was divided into several Sewer Districts for future planning purposes. <br />In analyzing vision for future land use, as well as the future sanitary sewer system with "full <br />build out" of the Future Land Use Map, certain criteria were assumed/planned for. <br />1. PID: 26-31-22-31-0004, PID: 26-31-22-31-0003 and a portion of PID: 26-31-22-33- <br />0002 were guided as "Park and Open Space" land use; <br />2. A future sanitary sewer system was planned to extend to provide service to PID: 26-31- <br />22-31-0004, PID: 26-31-22-31-0003 and a portion of PID: 26-31-22-33-0002 through <br />Sewer District No. 4. <br />The Parks/Open Space land use designation is "to accommodate passive or active recreational <br />areas and facilities as well as lands under public control that are designated as permanently <br />undeveloped for the purpose of resource management or protection." <br />
