BACKGROUND <br />The project involves the construction of a 21,118 s.f., 39 -unit assisted -living facility named <br />White Pine Senior Living to be located at the southeast corner of 77th Street West and CSAH <br />23/Lake Drive. The facility includes 39 resident rooms, commons areas, dining room, activity <br />rooms, kitchens, toilet/shower rooms, mechanical spaces and other general support spaces. The <br />proposed construction is slab -on -grade with frost depth foundations, conventional wood framed <br />walls and wood truss roof system. The site is the former location of Schwan's Sales <br />Enterprises. <br />The Planning & Zoning Staff Report dated October 8, 2014 details the proposed project. The <br />Planning & Zoning Board held a public hearing on October 8, 2014. One public comment was <br />made by the operator of the auto repair facility north of the project regarding noise from his <br />operation and drainage concerns along 77th Avenue. The Planning & Zoning Board <br />recommended approval of the project. <br />The most current plan set was prepared by River Valley Architects and CEI Engineering <br />Associates, Inc. dated October 14, 2014 and received by the City on October 15, 2014. <br />Preliminary Plat <br />The preliminary plat is titled Lino Lakes Development. The project requires the platting of two <br />(2) existing parcels and dedication of right -of way along 77th Street and Lake Drive (CSAH <br />23). The resulting plat will create Lot 1, Block 1, Lino Lake Development. The preliminary plat <br />meets the criteria of the subdivision ordinance as detailed in Resolution No. 14-132. <br />Rezoning <br />The parcels are currently zoned GB, General Business and shall be rezoned to R-4, High <br />Density Residential which allows for clinics, hospitals and nursing homes with a conditional <br />use permit. The proposed assisted -living facility is comparable to a nursing home from a land <br />use and zoning perspective. <br />The Planning and Zoning Board held a public hearing and found the proposal meets the criteria <br />for rezoning as detailed in Ordinance No. 11-14. <br />Conditional Use Permit <br />The property is currently zoned GB, General Business and shall be rezoned to R-4, High <br />Density Residential which allows for clinics, hospitals and nursing homes with a conditional <br />use permit. <br />The Planning & Zoning Board held a public hearing and found the proposal meets the criteria <br />for a conditional use permit as detailed in Resolution No.14-133. <br />
