17. Documentation that the project applicant has applied for the NPDES <br />Permit from the Minnesota Pollution Control Agency (MPGA), when applicable. <br />18. A Stormwater Pollution Prevention Plan for projects that require an <br />NPDES Permit. <br />(3) Grading, Erosion and Sediment Control Plan Design Standards Grading, Erosion <br />and Sediment Control Plans must comply with the following criteria: <br />(a) All plans shall be consistent with National Pollutant Discharge <br />Elimination Permit (NPDES) requirements, the Lino Lakes Engineering Design <br />Standards, the Lino Lakes Stormwater Design Standards, and the filing or approval <br />requirements of Rice Creek Watershed District, Vadnais Lakes Watershed Management <br />Organization, Anoka County, Minnesota Department of Natural Resources, Minnesota <br />Department of Transportation, U.S. Army Corps of Engineers, State of Minnesota <br />Stormwater Manual or other regulatory agencies. <br />(b) Natural site topography and soil conditions must be specifically addressed <br />to reduce erosion and sedimentation during construction and after project completion. <br />(c) Site erosion and sediment control practices must be consistent with the <br />Minnesota Pollution Control Agency document "Protecting Water Quality in Urban <br />Areas" (1994), as amended, and City -specific written design guidance and be sufficient to <br />retain sediment on-site. <br />(d) The project must be phased as best possible to minimize disturbed areas <br />and removal of existing vegetation until necessary for project progress. <br />(e) The City may require additional erosion and sediment control measures on <br />areas with a continuous slope leading to a sensitive, impaired or special water body, <br />stream, ditch or wetland to assure retention of sediment on site. <br />(fl The plan must include conditions adequate to protect facilities to be used <br />for post -construction stormwater infiltration. <br />(g) The plan must include conditions to minimize off-site sediment transport <br />on trucks and equipment. <br />(h) The plan must minimize work in and adjacent to water bodies and <br />wetlands. <br />(i) Stable slopes shall be maintained throughout the construction process. <br />(j) Steep slopes and the need for high cuts and fills shall be avoided (no <br />slopes greater than 3(h):1(v), except as approved by the City engineer). <br />
