COUNCIL MINUTES <br />APPROVED <br />June 22, 2015 <br />46 FINANCE DEPARTMENT REPORT <br />47 <br />48 There was no report from the Finance Department. <br />49 <br />5o ADMINISTRATION DEPARTMENT REPORT <br />51 <br />52 3A) Consider 2nd Reading and Passage of Ordinance No. 02-15, Amending the Code of <br />53 Ordinances, Chapter 700, Relating to Liquor and Beer, to allow issuance of more than one <br />54 on -sale intoxicating liquor license per individual (addnl licenses available to restaurants only) — <br />55 City Clerk Bartell noted that at the last regular meeting, the council approved the 1 st reading of an <br />56 ordinance amending the city code regarding liquor regulations. The amendment would remove the <br />57 language: "No more than one intoxicating liquor license shall be directly or indirectly issued within <br />58 the City to any one person". The amendment also adds language that limits additional licenses to <br />59 restaurants. Said Ordinance No. 02-15 was presented for 2nd reading and approval. <br />60 <br />61 The council discussed how the change in regulations may encourage additional restaurants to open in <br />62 the city. <br />63 <br />64 Council Member Roeser moved to waive the full reading of Ordinance No. 02-15 as presented. <br />65 Council Member Kusterman seconded the motion. Motion carried on a voice vote. <br />66 <br />67 Council Member Roeser moved to approve the 2nd reading and passage of Ordinance No. 02-15 as <br />68 presented. Council Member Kusterman seconded the motion. Motion carried: Yeas, 5; Nays none <br />69 <br />70 3B) Resolution No. 15-42, Approving On -Sale Wine and 3.2 Beer License with Sunday Sales <br />71 for Elwoods- City Clerk Bartell reviewed the written request for city approval of a wine and beer <br />72 license for a new restaurant, Elwoods. The application process for these licenses is complete and <br />73 with all the necessary paperwork in place staff is recommending approval. She added that the license <br />74 approval is contingent upon Ordinance No. 02-15 becoming final after publication and the waiting <br />75 period required under the City Charter. <br />76 <br />77 Council Member Kusterman moved to approve Resolution No. 15-42 as presented. Council Member <br />78 Roeser seconded the motion. Motion carried on a voice vote. <br />79 <br />80 PUBLIC SAFETY DEPARTMENT REPORT <br />81 <br />82 4A) Hiring of Two Police Officers — Chief Swenson explained that there are two openings for <br />83 officers in the Police Department, including one position related to a grant. He reviewed the <br />84 extensive process used by the department to bring forward the best candidates for these positions. He <br />85 is recommending that the council authorize hiring Jacob Swanson, effective June 23, 2015, and <br />86 Brittany Meck, effective July 6, 2015. Mayor Reinert confirmed that these positions will bring the <br />87 department to authorized strength and within the existing budget. <br />88 <br />89 Council Member Rafferty moved to approve the hire of Mr. Swanson and Ms. Meck, as <br />90 recommended. Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />2 <br />
