COUNCIL MINUTES <br />APPROVED <br />June 22, 2015 <br />91 <br />92 413) Public Safety Department Update- Chief Swenson provided the following information: <br />93 - Fire Station Project— lots of progress being made with construction moving forward ahead of <br />94 schedule; <br />95 - Equipment — the new fire trucks have been restriped and one of the trucks was riden in the <br />96 Manitou Days Parade in White Bear Lake; <br />97 - Fire Personnel — the department will continue to recruit for the remaining training class <br />98 (August); there are eight recruits already in place for that session. <br />99 - Education — the department continues to formulate a policy manual and work continues on a <br />100 fire records management system. <br />101 <br />102 PUBLIC SERVICES DEPARTMENT REPORT <br />103 <br />104 There was no report from the Public Services Department. <br />105 <br />106 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />107 <br />108 6A) Turnberry Crossing Second Addition - <br />109 i. Public Hearing; Consider 1St Reading of Ordinance No. 03-15, Vacating a <br />110 Drainage and Utility Easement; <br />111 ii. Resolution No. 15-66, Approving the PUD Final Plan/Final Plat; <br />112 iii. Resolution No. 15-67, Approving a Development Agreement <br />113 <br />114 City Planner Larsen reviewed the three actions requested. Using a PowerPoint presentation, she <br />115 reviewed: <br />116 - a map of the development site; <br />117 - the history of the project; <br />118 - that the developer requested a change in the approved plans based on the market; <br />119 - a vacation is required because lots will be larger; <br />120 - the final plan/final plat is consistent with city plans; <br />121 - the development agreement is changed from the original to reflect changes only. <br />122 <br />123 Ms. Larsen reviewed the design and standards for the development, including the addition of certain <br />124 color elements. In regard to the shoreland overlay district, the project will have pourous pavers in <br />125 some areas. Stormwater plans have been included. The project has received the approval of the <br />126 Planning and Zoning Board. The developer, Mr. Hokanson, was present. <br />127 <br />128 Mayor Reinert opened the public hearing. There being no one present wishing to speak, the public <br />129 hearing was closed. <br />130 <br />131 Council Member Kusterman moved to approve the 1St Reading of Ordinance No. 03-15 as presented. <br />132 Council Member Roeser seconded the motion. Motion carried on a voice vote. <br />133 <br />134 Council Member Rafferty moved to approve ResolutionNo. 15-66 as presented. Council Member <br />135 Stoesz seconded the motion.
