Council Member <br />Qwest Rezone <br />February 12, 2001 <br />page 7 <br />(introduced the following ordinance and moved its adoption. <br />CITY OF LINO LAKES <br />ORDINANCE NO. 03-01 <br />AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF LINO <br />LAKES BY REZONING CERTAIN CITY -OWNED REAL ESTATE FROM R RURAL <br />TO PSP PUBLIC SEMI-PUBLIC <br />The City Council of the City of Lino Lakes, Anoka County, Minnesota does ordain: <br />Section 1. The City Council makes the following findings regarding the application for <br />rezoning the property described below, based on the factors listed in Section 2, Subd. 1.E. of the <br />Lino Lakes zoning ordinance: <br />1. The proposed rezoning action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City Comprehensive Plan. <br />The site is guided for single family use, though its historical and future long-term use will be <br />a public park, senior center, and public works facility. The proposed Public Semi -Public <br />zoning is consistent with these uses. <br />2. The proposed use is or will be compatible with present and future land uses of the area. The <br />site is intended for park and other public uses including the City's public works facility. <br />Surrounding land is guided for residential or rural uses and already includes single family <br />homes. <br />3. The proposed use conforms with all performance standards contained herein. All uses will <br />be required through permits and standard review processes to meet zoning and other <br />requirements contained in City ordinances. <br />4. The proposed use can be accommodated with existing public services and will not <br />overburden the City's service capacity. No need is foreseen for additional City utilities. <br />5. Traffic generation by the proposed use is within capabilities of streets serving the property. <br />Proposed uses will generate very little additional traffic and will not cause negative impacts <br />on the existing roads. <br />6. The construction of a new personal wireless service tower is a permitted secondary use with <br />an administrative permit in the PSP district, as described in the zoning ordinance, Sec. 9 <br />Subd. 1.H, and Sec. 3 Subd. 15.G.3.b. The primary uses of the site are the public park and <br />public works facility. <br />
