1 1 -0 1 <br />Council Member o' Donnell <br />introduced the following ordinance and moved its adoption. <br />CITY OF LINO LAKES <br />ORDINANCE NO. 11- 01 <br />AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF <br />LINO LAKES BY REZONING CERTAIN REAL ESTATE FROM NB, <br />NEIGHBORHOOD BUSINESS DISTRICT TO GB, GENERAL BUSINESS <br />DISTRICT. <br />The City Council of the City of Lino Lakes, Anoka County, Minnesota does ordain: <br />Section 1. The City Council makes the following findings regarding the application <br />for rezoning the property described below, based on the factors listed in Section 2, Subd. <br />1.E. of the Lino Lakes zoning ordinance: <br />1. Rezoning this site from NB, Neighborhood Business District to GB, General <br />Business District is consistent with policies and provisions of the City's <br />Comprehensive Plan. However, these policies and provisions should also be <br />examined during the site plan review process. Examples of these policies include: <br />a. The Proposed Land Use Map guides this area for commercial use. <br />b. Develop service and commercial centers as cohesive, highly interrelated <br />units with adequate off-street parking. <br />c. Blend commercial redevelopment which is of a similar size and scale with <br />existing businesses and which is supportable by available markets. <br />2. The Existing Land Use Map indicates that the subject property is bordered by a <br />commercial use to the south, vacant land to the east (across Lake Drive), and <br />residential uses to the north and west. The Proposed Land Use Map guides the <br />surrounding properties for commercial use. Therefore, expansion of the bank use <br />on this site is consistent with the future land use plan for this area. <br />3. This application meets the standards for rezoning outlined in the City Code. <br />However, prior to actual construction of the proposed parking lot, the applicant <br />must receive approval of a site plan in compliance with all applicable <br />performance standards and combine this lot with that of the existing bank. <br />4. Rezoning this site from NB, Neighborhood Business District to GB, General <br />Business District will not overburden the City's service capacity. This finding is <br />contingent on the applicant combining the subject property with the bank site. <br />
