c. Minimum five (5) foot setback from property line. <br />3. Advertising Signs: Advertising signs, as defined by Section II. Subd. <br />F of this Ordinance, are prohibited in the LI and GI Zoning Districts. <br />E. "R -BR" RURAL BUSINESS RESERVE DISTRICT <br />Purpose. This district is intended to preserve a rural very low-density <br />environment until such time as the land is needed for commercial and <br />industrial uses. Residents of this district can expect to fully use the land for <br />farming, grazing, animal husbandry, propagation of nursery stock, gardening, and <br />other traditional rural use. In addition, the district is meant to prevent incursion <br />of those land uses that would adversely affect or diminish the rural character of <br />the land. In particular subdivisions of land for residential purposes as well as <br />commercial and industrial uses without access to suitable infrastructure is not to <br />be permitted. <br />This district is also meant to serve the following functions: <br />- To control and limit urban sprawl. <br />- To conserve land in a viable economic status until such time as the <br />need is present for rezoning to a business use district. <br />- To reduce the possibility of rural -urban conflict in both the use of the <br />land and in the extension of utilities and other infrastructure items. <br />- To maintain acceptable per -capita costs for city services such as snow- <br />plowing, road maintenance, and fire and police protection. <br />- To define a "trigger -mechanism" that will establish a formula for <br />the rezoning of Rural -Business Reserve land to a business use as <br />needed. <br />No sign may be closer than five (5) feet to any property line. <br />1. Residential Identifications: Not more than two (2) square feet of <br />nameplate. <br />2. Institutional Identifications: Churches, schools, parks, etc. allowed up <br />to thirty-two (32) square feet; not higher than eight (8) feet. <br />3.
