residents of the planned development or <br /> adjoining property owners or any one or more <br /> of them; or <br /> Guaranteed by a restrictive covenant <br /> describing the open space and its maintenance <br /> and improvement, running with the land for the <br /> benefit of residents of the planned <br /> development or adjoining property owners <br /> and/or both. <br /> (D) Height, setback, and Lot Coverage Regulations. All <br /> such restrictions shall be waived in development of <br /> a PDO except along the perimeter of the development <br /> as long as the project is in compliance with <br /> average density and open space provisions of this <br /> ordinance. PDO perimeters can be established by <br /> applying the setback requirements of the <br /> surrounding district or can be related to the <br /> height of the buildings within the PDO. <br /> (E) Environmental Design. Environmental design <br /> considerations shall be incorporated into the PDO <br /> process by requiring existing natural amenities and <br /> landscaping and a proposed landscaping plan to be <br /> submitted during the review process. <br /> The general landscaping plan submitted during the <br /> preliminary development plan phase shall be <br /> followed by a detailed landscaping plan, showing <br /> the spacing, sizes, and specific types of <br /> landscaping material. <br /> (F) Traffic Circulation. Principal vehicular access <br /> points shall be designed to permit smooth traffic <br /> flow with controlled turning movements and minimum <br /> hazards to vehicular or pedestrian traffic. Minor <br /> streets within the PDO shall not be connected to <br /> streets outside the development in such a way as to <br /> encourage their use by through traffic. <br /> The proposed PDO district shall be located with <br /> regard to major thoroughfares and uses outside the <br /> district so that traffic congestion will not be <br /> created by the proposed development or will be <br /> obviated by presently projected improvements and <br /> that uses adjacent to such thoroughfares will not <br /> be adversely affected. <br /> (G) Parking Standards.
