Variances may be applied for where <br /> combined land uses warrant a deviation from <br /> established requirements. <br /> (H) Public Services. <br /> (i) A PDO shall not create a demand for public <br /> service which exceeds that which is normally <br /> provided in the zoning district of the <br /> proposed PDO. <br /> (ii) Public facilities and improvements, including <br /> water, sewer and street facilities, made <br /> necessary as a result of the planned <br /> development shall be provided by the developer <br /> of the PDO. These improvements shall be <br /> constructed in advance of the approval of the <br /> final plan, or, at the election of the city, <br /> escrow deposits, irrevocable letters of credit <br /> in a form approved by the city, or performance <br /> bonds shall be delivered to guarantee <br /> construction of the required improvements. <br /> (I) Nonresidential Structures.
