Subd. 21. "R-BR Rural-Business Reserve District <br /> (1) Purpose. This district is intended to preserve a rural <br /> very low-density environment until such time as the land <br /> is needed for commercial and industrial uses. Residents <br /> of this district can expect to fully use the land for <br /> farming, grazing, animal husbandry, propagation of <br /> nursery stock, gardening, and other traditional rural <br /> uses. In addition, the district is meant to prevent <br /> incursion of those land uses that would adversely affect <br /> or diminish the rural character of the land. In <br /> particular subdivisions of land for residential purposes <br /> as well as commercial and industrial uses without access <br /> to suitable infrastructure is not to be permitted. <br /> This district is also meant to serve the following <br /> functions: <br /> (A) To control and limit urban sprawl. <br /> (B) To conserve land in a viable economic status until <br /> such time as the need is present for rezoning to a <br /> business use district. <br /> (C) To reduce the possibility of rural-urban conflict <br /> in both the use of the land and in the extension of <br /> utilities and other infrastructure items. <br /> (D) To maintain acceptable per-capita costs for city <br /> services such as snow-plowing, road maintenance, <br /> and fire and police protection. <br /> (E) To define a "trigger-mechanism" that will establish <br /> a formula for the rezoning of Rural-Business <br /> Reserve land to a business use as needed. <br /> (2) Lot and yard requirements. <br /> (A) Minimum lot size: 10 acres <br /> (B) Minimum lot width: 330 feet <br /> (C) Setbacks: <br /> (i) Front Yard: 30 feet <br /> (ii) Rear Yard: 30 feet <br /> (iii) Side Yard Interior: 10 feet <br /> (iv) Side Yard Corner: 30 feet <br /> (3) Floor Area Requirements.
