C. To help guide development of urban and rural areas <br /> along an orderly design to preserve continuity and <br /> efficiency of service. <br /> D. To provide a method by which the urban farm can be <br /> guided so as to control urban sprawl and still <br /> conserve land in an economic status until such time <br /> as the need is present for an amendment to the <br /> Comprehensive Plan. <br /> E. To reduce the possibilities of rural-urban <br /> conflicts in establishing types and levels of <br /> service, methods of financing the services and <br /> needs. To maintain an acceptable per capita cost <br /> for such services as sanitary sewer, water, police, <br /> fire, road maintenance, school transportation, and <br /> others as necessary. <br /> 2. Sign Requirements <br /> Rural Districts: In the R and R-X Districts all signs <br /> must comply with the following: <br /> A. Residential Identifications: Not more than two (2) <br /> square feet of nameplate. <br /> B. Institutional Identifications: Churches, schools, <br /> parks, etc. allowed up to twenty-four (24) square <br /> feet; not higher than eight (8) feet. <br /> C. Advertising Signs: Allowed by Conditional Use <br /> Permit; forty (40) feet maximum height above grade; <br /> must comply with General Regulations. Section IV. <br /> i. Must not be within seven hundred fifty (750) <br /> radius feet of an existing residential <br /> structure or other advertising structure in a <br /> non-freeway area. <br /> ii. Must not be closer than seven hundred fifty <br /> (750) radius feet of another advertising <br /> structure. Shall not be closer than twelve <br /> hundred (1200) feet to another such <br /> advertising structure on the same side of an <br /> interstate freeway. For the purpose of this <br /> Ordinance, a back-to-back or V-type sign shall <br /> be considered as one structure. <br /> Subdivision 2. Residential Districts <br /> 1. Purpose. <br /> h A.
