(131) Story, First. The lowest story in a building <br /> which qualifies as a story, as defined herein, <br /> except that a floor level in a building having <br /> only one floor level shall be classified as a <br /> first story, provided such floor level is not <br /> more than 4 feet below grade, as defined <br /> herein, for more than 50 percent of the total <br /> perimeter, or more than 8 feet below grade, as <br /> defined herein, at any point. <br /> (132) Street, Collector. A street which collects <br /> traffic from local streets and connects with <br /> minor and major arterials. See city's <br /> Function Classification System for Roadways <br /> contained in the Comprehensive Plan. <br /> (133) Street, Local. A street designed to provide <br /> vehicular access to abutting property and to <br /> discourage through traffic. See city's <br /> Function Classification System for Roadways <br /> contained in the Comprehensive Plan. <br /> (134) Street, Minor Arterial. A street with signals <br /> at important intersections and stop signs on <br /> the side streets, and which collects and <br /> distributes traffic to and from collector <br /> streets. See city's Function Classification <br /> System for Roadways contained in the <br /> Comprehensive Plan. <br /> (135) Structure Alteration. Any change in either the <br /> supporting members of a building, such as <br /> bearing walls, columns, beams and girders, or <br /> in the dimensions or configurations of the <br /> roof or exterior walls. <br /> (13 6) Structure/Principal. A structure in which is <br /> conducted the principal use of the lot on <br /> which it is located. <br /> (137) Substantial Improvement. Any extension, repair, <br /> reconstruction, or other improvement of a <br /> property, the cost of which equals or exceeds <br /> fifty percent of the fair market value of a <br /> property either before the improvement is <br /> started or if the property has been damaged <br /> and is being restored, before the damage <br /> occurred. <br /> (138) Swimming Pool.
