structures thereon with particular reference to <br /> vehicle and pedestrian safety and convenience, <br /> traffic flow and control, and access in case of <br /> fire or other catastrophe. <br /> (B) Off-street parking and loading areas where <br /> required, with particular attention to the items in <br /> the economic, noise, glare, or odor effects of the <br /> conditional use on nearby property and the items in <br /> (A) above. <br /> (C) Refuse and service areas, with particular reference <br /> to the items in (A) above. <br /> (D) Utilities, with reference to location, <br /> availability, and compatibility. <br /> (E) Diking, fencing, screening, landscaping or other <br /> facilities to protect adjacent or nearby property. <br /> (F) Signs, if any, and proposed exterior lighting with <br /> reference to glare, traffic, safety, economic <br /> effect, and compatibility and harmony with <br /> properties in the district. <br /> (G) Required yards and other open space. <br /> (H) General compatibility with adjacent and other <br /> property in the district. <br /> (6) Expiration. If construction has not begun within one <br /> year after the date of the conditional use permit, or if <br /> substantial construction has not taken place within three <br /> years after the date of issuance of the conditional use <br /> permit, the permit is void. A conditional use permit <br /> authorizes only the conditional use specified in the <br /> permit and expires if, for any reason, the authorized use <br /> ceases for more than one year. <br /> (7) Time Limit. If a time limit or periodic review is <br /> included as a condition by which a conditional use permit <br /> is granted, the conditional use permit may be reviewed at <br /> a public hearing with notice of said hearing published at <br /> least ten (10) days prior to the review; it shall be the <br /> responsibility of the city clerk to schedule such public <br /> hearings and the owner of land having a conditional use <br /> permit shall not be required to pay a fee for said <br /> review. <br /> City of Lino Lakes Zoning Ordinance <br /> ADOPTED 7/13/92 <br /> 59 <br />
