Northwest Associated Consultants, Inc. <br />URBAN P L A N N I N G • D E S I G N • M A R K E T RESEARCH <br />MEMORANDUM <br />TO: Lino Lakes City Council <br />FROM: Alan Brixius <br />DATE: 6 August 1992 <br />RE: Lino Lakes - Zoning Map Change <br />FILE NO: 194.01 - 92.22 <br />Lino Lakes has recently adopted a number of Comprehensive Plan <br />amendments and updated its zoning code. These City actions along <br />with development of the interstate interchange land use plans lay <br />the foundation for a number of zoning map changes. <br />RURAL ZONING DISTRICT "R" AND "R -X" DISTRICTS <br />The City of Lino Lakes adopted a Comprehensive Plan amendments <br />establishing a rural service district policy consistent with the <br />Metropolitan Council. This policy includes the requirement of 10 <br />acre lots in an unsewered area of the community. The basis for the <br />rural service area policy was to concentrate growth in the City's <br />MUSA, prevent premature and sporatic development patterns and to <br />provide a greater degree of environmental protection from on-site <br />septic system failures through the provision of larger lot areas. <br />Consistent with the Comprehensive Plan amendment, the City revised <br />its zoning regulations to establish the Rural "R" and Rural <br />Executive "R -X" Zoning Districts which have a minimum of a 10 acre <br />lot size. These new zoning districts replaced the Suburban <br />Residential "SR" and Suburban Residential "SR -X" Zoning Districts. <br />The SR and SR -X Districts were repealed because they allowed <br />development on 2 1/2 acre unsewered lots. <br />The zoning map proposes to replace the SR and SR -X Districts with <br />the new "R" and "R -X" Zoning Districts.
