• Subd. 9. "R -BR" Rural -Business Reserve District <br />• <br />• <br />(1) Purpose. This district is intended to <br />preserve a rural, very low-density <br />environment until such time as the land is <br />needed for commercial and industrial uses. <br />Residents of this district can expect to <br />fully use the land for farming, grazing, <br />animal husbandry, propagation of nursery <br />stock, gardening, and other traditional rural <br />uses. In addition, the district is meant to <br />prevent incursion of those land uses that <br />would adversely affect or diminish the rural <br />character of the land. In particular <br />subdivisions of land for residential purposes <br />as well as commercial and industrial uses <br />without access to suitable infrastructure is <br />not to be permitted. <br />This district is also meant to serve the <br />following functions: <br />(A) To control and limit urban sprawl. <br />(B) To conserve land in a viable economic <br />status until such time as the need is <br />present for rezoning to a business use <br />district. <br />(C) To reduce the possibility of rural -urban <br />conflict in both the use of land and in <br />the extension of utilities and other <br />infrastructure items. <br />(D) To maintain acceptable per -capita costs <br />for city services such as snow -plowing, <br />road maintenance, and fire and police <br />protection. <br />(E) To define a "trigger -mechanism" that <br />will establish a formula for the <br />rezoning of Rural -Business Reserve land <br />to a business use as needed. <br />(2) Lot and Yard Requirements. <br />(A) Minimum lot size: 10 acres <br />(B) Minimum lot width: 330 feet <br />
